MINUTES April 7, 1999 3 BOARD OF HEALTH <br /> COMPOST/MULCH: Mr. Ball stated, "A lot of people are asking for the mulch <br /> from the transfer station. It's my understanding that it's ready and I'd like to <br /> make it available as of April 12th. It doesn't need to be screened this year and <br /> that's why it's ready earlier than anticipated." <br /> Mr. Ball motioned to make the mulch from the transfer station available to the <br /> public on Monday, April 12, 1999. Mr. Doherty seconded the motion. Motion <br /> passed. <br /> APPOINTMENT Mr. Michael Grotzke: Popponesset Inn Septic Update <br /> Mr. Grotzke stated, "The State will allow, after meeting certain criteria as <br /> outlined on the attached report, the Inn to operate at the 375 seats until this <br /> timetable is finished. They expect us to have, by March 31, 2001, an operating, <br /> permitted wastewater treatment plant installed at the site which will provide <br /> septic treatment for the Inn and all of the other facilities on the lot. We've <br /> installed an 8,000-gallon grease trap and two 31,000-gallon septic tanks. We <br /> have not yet selected a company for designing the system. We have to have the <br /> RFP's out by May 12th and we have to retain a company by July 1st. We've done <br /> what we need to do for this year." <br /> Mr. McQuaid stated, "I don't think it's appropriate for New Seabury to be <br /> inspecting New Seabury. I think that whoever does the inspections on a weekly <br /> basis should be impartial and objective. Brian Dudley from DEP agrees with <br /> me and he indicated that that would be worked out. It's now in DEP's hands." <br /> Board acknowledged Mr. Grotzke's update. <br /> APPOINTMENT Mr. Michael Grotzke: Composting toilet at New Seabury Golf Course <br /> Mr. Grotzke stated, "A few weeks ago the golf course asked the Board for <br /> approval to put a composting toilet at the golf course." <br /> Mr. Ball stated, "That's great. I don't have a problem with that." <br /> Mr. McQuaid stated, "We've always supported composting toilets." <br /> Mr. Ball motioned to grant approval for the use of a composting toilet on the <br /> New Seabury golf course contingent upon compliance with all other Board of <br /> Health regulations. Mr. Doherty seconded the motion. Motion passed. <br /> APPOINTMENT Mr. Joseph Harvey: Variance request 35 Melissa Avenue <br /> Mr. Harvey stated, "There is an existing dwelling that is in need of a septic <br /> upgrading due to the property being transferred. The house is served by a well. <br /> We're asking for a variance to allow the well to be located less than 150'from <br /> the new soil absorption system. The new soil absorption is proposed to be 102' <br /> from the existing well." <br /> Mr. Ball motioned to grant a 48'variance from the proposed soil absorption <br /> system to the existing well at 35 Melissa Avenue. Mr. Doherty seconded the <br /> motion. Motion passed. <br />
