TOWN OF MASHPEE <br /> BOARD OF HEALTH <br /> April 14, 1999 <br /> Meeting was called to order at 7:10 p.m. <br /> Members present: Robert F. Cram, Sr., Steven R. Ball, Elias A. McQuaid <br /> THE TAPE IS NOT PART OF THE MEETING; IT IS FOR THE PURPOSE OF <br /> TRANSCRIPTION ONLY. <br /> Mr. Robert F. Cram, Sr., Chairman <br /> 1. Sign warrants. Warrants signed. <br /> APPOINTMENT Mr. Edward Pesce: 141 Shore Drive <br /> Mr. Pesce stated, "The reason we are before you again tonight on this subject, is <br /> that after we obtained Board of Health approval, provided revised drawings as <br /> requested, I appeared before the Conservation Commission. During that <br /> process, Mr. Sherman spent his specialist out there and she identified an herb- <br /> like wetlands plant species. The BVW line has been flagged by Forest and <br /> Environmental Services. Last Wednesday the Conservation Commission <br /> approved the plan as you see in front of you. It is simply a change on the first <br /> page;just a distance change from the BVW line. Mr. Sherman asked us to <br /> provide plantings of bayberry and blueberry along that line so they will act as a <br /> natural marker for the owner to not continue to mow the grass over." "For the <br /> sake of argument this evening, I wanted to bring this up and tell you that the <br /> distance has changed and that we're looking at a 64.5' separation to the actual <br /> edge of the resource area as defined b the BVW line. We're still at the same <br /> Y <br /> distance we were from the salt marsh, but the BVW line is what governs the <br /> edge of wetland resource area per the wetland protection act." <br /> The Board acknowledges the 64.5' separation to the herbaceous BVW line. <br /> Mr. Ball motioned to accept the revised septic design drawing for the proposed <br /> septic repair at 141 Shore Drive. Mr. Cram seconded the motion. All in favor. <br /> Motion passed. <br /> APPOINTMENT Mr. Bonitatibus: 97 Highland Street <br /> Mr. McQuaid stated, "This is before you again because the perc is almost 14 <br /> years old. The Board denied an extension last week and Mr. Bonitatibus <br /> wanted to know what he could do to try to change your minds. I told him that <br /> he could come before the Board to state his case." <br /> Mr. Bonitatibus stated, "We've had financial difficulties over the past 14 years <br /> and haven't been able to build our house. We're finally ready to build and want <br />
