MINUTES April 28, 1999 4 BOARD OF HEALTH <br /> Mr. Ball motioned to grant the variance of 22' from the active leaching to the <br /> existing well at 34 Porthole Drive and a variance of 5' from Davit Road to the <br /> leaching field. Mr. Cram seconded the motion.-Motion passed. <br /> 7. Inspection waiver request: 7 Monahansett Road <br /> Applicant is requesting a waiver of the regulation requiring an engineer to <br /> inspect the septic system <br /> Mr. McQuaid stated, "This system was an emergency failure in 1993. They <br /> signed a statement saying that any increase in living space may require a <br /> certification from an engineer to determine the capacity of the system. The <br /> installed new system consists of a 1500-gallon tank, 1000-gallon leach pit with <br /> 3%' of stone around it. It works out to be a system that is capable of <br /> accommodating 6 bedrooms. They currently have three." <br /> Mr. Ball stated, "We should abide by what the affidavit says so we don't set a <br /> precedent." <br /> Mr. Cram added, "We need to adhere to the Board of Health decision of 1993 <br /> and deny the waiver and require an engineered plan." <br /> Mr. Cram motioned to deny the request to waive the regulation requiring an <br /> engineer to inspect the septic system at 7 Monahansett Road. Mr. Ball <br /> seconded the motion. Motion passed. <br /> 8. Emergency failure certification: 524 Cotuit Road. <br /> Mr. McQuaid stated that the leaching pit is full and that a new pit will be <br /> installed in the same location. <br /> Board members forwarded their signatures to the "Emergency Failure <br /> Certification" form. <br /> Emergency failure certification: 11 Radcliff Road. <br /> Mr. McQuaid stated that sewage was backing up into the distribution box. <br /> Board members forwarded their signatures to the "Emergency Failure <br /> Certification" form. <br /> Emergency failure certification: 31 Jonas Drive. <br /> Mr. McQuaid stated that the leaching pit is full. <br /> Board members forwarded their signatures to the "Emergency Failure <br /> Certification" form. <br /> NEW BUSINESS <br /> RFP for Transfer Station Operation <br /> Mr. McQuaid stated, "You have in front of you the letter from Weston & Sampson to <br /> Town Council regarding the RFP and contract. Once that's been reviewed and <br />
