MINUTES February 4, 1999 5 BOARD OF HEALTH <br /> "There are a lot of overhead and insurance costs that cannot be divided that way." <br /> "Secondly, my comment about illegal dumping." "Over the past 5 years, I have <br /> issued approximately 30 citations." "Out of those, 20 were to people from out of <br /> town, i.e., Sandwich, Marston's Mills, etc., and probably because in Sandwich you <br /> have to pay to get rid of refrigerators but we don't charge anything." "I don't think <br /> illegal dumping will increase if the sticker costs goes from $35 to $50, $60." <br /> Mr. Doherty stated, "I would not disagree with you if the increase were moderate, <br /> $50, but if it's $100, you get into a shock issue." "We have kept it low to try and <br /> make it easy as possible for people to use the transfer station and get rid of stuff <br /> the right way." <br /> Mr. Ball stated, "It really would not be unreasonable to raise the sticker price up <br /> to $50." <br /> Mr. Leveille noted, "I would be glad to take these issues to the Board of <br /> Selectmen and ask them.if they would like, in conjunction with the Board of <br /> Health, to set up a committee." <br /> Mr. Leveille and Mr. Whritenour stepped down from the meeting at 7:45 p.m. <br /> APPOINTMENT: Terry Bauer- Green Seal Environmental <br /> Mr. Terry Bauer was in attendance for this scheduled appointment. <br /> Mr. Bauer states, "I appreciate this time to speak to all of you about my company <br /> first and then about some of your solid waste issues." "Before I get started, my <br /> partner sits on the Conservation Commissions across the hall." "If there were any <br /> impropriety issues that come up because of that I would like to nip them in the <br /> bud right now." <br /> Mr. Doherty stated, "I don't think so, no because he has no influence on us and <br /> essentially he does not stand to gain or loose anything by our decisions." <br /> Mr. Bauer stated, "I sit on the Conservation Commissions at Harwich and any <br /> suggestion of that is enough to raise eyebrows." "I wanted to bring it up before I <br /> began." <br /> Mr. Doherty acknowledged he appreciated that. <br /> Mr. Bauer states, "I put together an organizational comparison for the Board to <br /> look at explaining Green Seal, our company." <br /> Mr. Ball interjected, "I will have to step down because I work for Conservation <br /> and that's a conflict if I have to vote on a decision." <br />
