"It all ties in <br /> with IEI." "A lot of people think OSHA does not apply to municipalities, but it <br /> does." "EPA has a set of regulations mostly related to exposure to certain <br /> concentrations of chemicals." "They apply directly to municipalities and OSHA <br /> regulations do not." "But where EPA is silent, OSHA applies." "OSHA's <br /> administrative fines are given out due to lack of written plans, costing as much as <br /> $25K per incident." "All it takes is one complaint from a resident, worker, <br /> anyone who comes in for an OSHA inspector to show up." "They all have the <br /> right to have an issue addressed and there is nothing the town could do about <br /> that." "The bi-monthly report is a nice checklist." "We produce something <br /> similar, but it should have gone to the operator." <br /> Mr. Doherty stated, "It does go to the operator." <br /> Mr. Bauer noted, "If you look on the date, the checklist was done 15 April. It <br /> appears it was sent to the operator a month later." <br /> Mr. Doherty stated, "It was sent to us a month later for billing." <br /> Mr. Bauer asked, "How does that help the operator to have problems pointed out a <br /> month later." <br /> Mr. Doherty stated, "You do not understand, the guy does a walk through and if <br /> there are any problems, he usually will address them right a way." "The written <br /> report is a follow-up to us so there is a written record, but the operator is talked to <br /> I'm sure." <br /> Mr. Bauer stated, "I am sure he is, but this is what goes to DEP and DEP doesn't <br /> know about it." <br /> Mr. Doherty, stated, "I do not mean to cut you off or anything but what are you <br /> proposing for us." "You are a consultant engineer, right?" <br /> Mr. Bauer stated, "Yes, but I am not an engineer, I employee engineers." "What I <br /> am trying to do is let you know that Green Seal is a little unusual than the <br /> consultant field." "We do offer the same services everyone else offers but we try <br /> to take it a step further, we add value without cost." "We do a lot of things that <br /> public consultants don't do." "Here is a sample of our bi-monthly reports and <br /> there are a lot of other plans you are welcomed to look through." <br /> Mr. Doherty noted, "we pay a lot of money to our consultant engineers and <br /> believe me we are not always happy with what we get so it is nice to have <br />
