MINUTES April 6, 2000 5 BOARD OF HEALTH <br /> Board members forwarded their signatures to the Emergency Failure <br /> Certification Form. <br /> 78 Fells Pond Road <br /> Ms. Warden indicated that the cesspool was full and the installation of two 500- <br /> gallon drywells with a distribution box is necessary. <br /> Board members forwarded their signatures to the Emergency Failure <br /> Certification Form. <br /> 13. Perc test extension request- 3 Harbor Ridge Road <br /> Cape & Islands Engineering submitted a written request to extend the perc test <br /> that was performed on February 12, 1997 by S & R Land Survey. <br /> Mr. Cram motioned to deny the perc test extension request by Cape & Islands <br /> Engineering. Mr. Doherty seconded the motion. Motion to deny passed. <br /> 14. Campaign authorization request - Ben Caswell <br /> Mr. Ben Caswell, candidate for School Committee, submitted a written request <br /> to campaign at the Transfer Station including handing out flyers, holding signs <br /> and greeting residents. <br /> Mr. Cram motioned to grant the request by Mr. Caswell to campaign at the <br /> transfer station. Mr. Doherty seconded the motion. Motion passed. <br /> 15. Memo from Town Admin. Re: Transfer Station Contract <br /> Chairman Steven Ball stepped down from discussion on this matter. <br /> Board acknowledged. <br /> NEW BUSINESS <br /> 51 Leather Leaf Lane <br /> Mr. McQuaid stated that an occupancy permit is being sought for 51 Leather <br /> Leaf Lane, however the contractor that installed the septic system did so in <br /> December of 1999 and wasn't a licensed installer in the town at that time and <br /> didn't pull the septic permit until April 3, 2000. <br /> Mr. Doherty stated that he is not willing to let this contractor go with just a <br /> "slap on the wrist." He indicated that the installer and the owner should come <br /> before the Board at the next meeting to discuss this issued. <br /> Mr. Doherty motioned to not grant an occupancy permit for 51 Leather Leaf <br /> Lane until the septic installation issue has been resolved. Mr. Cram seconded <br /> the motion. Motion passed. <br /> Illegal Dump Site - off Sandwich-Falmouth Road_ <br /> Board acknowledged. <br /> Cape Cod Commission letter to Ed Baker <br /> Board acknowledged. <br />
