MINUTES April 13, 2000 3 BOARD OF HEALTH <br /> Discussion took place with regard to the possibility of a Kidney Dialysis Center being <br /> located on Route 151 next to the Police and Fire Stations. Mr. Slavinsky was looking <br /> for Board input, with no decisions, on how this type of use would be viewed by the <br /> Board and by the DEP. <br /> Mr. McQuaid indicated that a building with medical waste would need a discharge <br /> permit from the DEP and that this type of use would send up red flags with the Board. <br /> Mr. Ball stated that the system would have to include a denitrification unit. <br /> Mr. McQuaid suggested that the applicant pursue connecting to the Mashpee <br /> Commons wastewater treatment plant. <br /> NEW BUSINESS continued <br /> e. Maryann Ingala re: Dick & Ellie's food sales <br /> Applicant is requesting a retail food permit to be able to sell coffee, candy and <br /> gum at the flea market this summer. <br /> Mr. McQuaid stated that he doesn't believe that people go to a flea market with <br /> the express purpose of buying food. <br /> Mr. Ball stated that the Board has granted this type of use in the past. <br /> Mr. McQuaid agreed but stated that there have been problems with this in the <br /> past as well. He also read a comment from Mr. Doherty who was absent stating <br /> that if a permit was issued it would require strict enforcement by the Board <br /> with any violations resulting in revocation of the permit. <br /> Board members agreed to continue this item with no vote taken. <br /> APPOINTMENT• Christopher Stephens re: 51 Leather Leaf Lane <br /> Mr. Christopher Stephens of Midland Construction, Wes Lohr of Lohr Construction, <br /> John Slavinsky of Cape & Islands Engineering and Russell Schley of Midland <br /> Construction were in attendance for this scheduled appointment. <br /> Mr. McQuaid gave a brief background of the situation at 51 Leather Leaf Lane. A <br /> septic permit was issued to licensed septic installer Carl Cavossa..'Christopher <br /> Stephens installed the system in December of 1999 without a permit and without <br /> being a licensed installer in the town of Mashpee. David Sanicki of Cape & Islands <br /> Engineering inspected the system in December. In April of 2000 Mr. Stephens took <br /> the septic installer's test, became licensed and then pulled the septic permit. <br /> Mr. Stephens indicated that the permit issue was an oversight on his part and that he <br /> has installed many septic systems in the past and is also a DEP approved septic <br /> inspector. Mr. Slavinsky indicated that the system was installed correctly and that <br /> David Sanicki would not have approved the system if it weren't installed exactly per <br /> the plans. <br /> Mr. McQuaid suggested a severe warning since it was his first offense. <br />
