MINUTES March 23, 2000 4 BOARD OF HEALTH <br /> Mr. McQuaid stated that he would contact George Heufelder from <br /> Barnstable County to see what they can offer on this project. <br /> d. Memo re: SouthCape Villaee: <br /> Mr. Baker stated that he was told that the Life, Inc. project was going to <br /> have to denitrify. He read the letter from Mr. McQuaid to the Cape Cod <br /> Commission and wants the Board to direct Mr. McQuaid to send a <br /> correction letter to the Commission. <br /> Discussion took place regarding the Life, Inc. and Talanian projects with <br /> regard to the letter to the Cape Cod Commission. <br /> Mr. McQuaid indicated that the letter was originally drafted by Talanian <br /> Co. to which Mr. McQuaid made changes and Talanian Co. <br /> representatives then faxed a re-draft of his letter indicating that it <br /> includes "all your changes". Unfortunately all of Mr. McQuaid's <br /> alterations weren't included into the final draft of the letter when the <br /> Talanian Co. administrative staff typed the letter. <br /> Mr. Ball indicated that he didn't approve the letter. <br /> Mr. Baker stated, "The way things stand, I am personally being impacted. <br /> My quality of life and the value of my property depends on the condition <br /> of the Mashpee River and this has a very serious impact on the Mashpee <br /> River." <br /> Mr. McQuaid stated, "When Life and Talanian first approached the Board <br /> with this concept of Life connecting to Talanian's amphidrome system, <br /> we were ecstatic. We were thrilled with that idea, knowing what the <br /> record is with the Stratford Ponds amphidrome system. It was also a <br /> surprise to us that DEP was going to go along with this concept of <br /> allowing a separate entity to use a private wastewater treatment plant <br /> which, up until then, had not even been considered by the DEP. Those <br /> were the broader issues. This was something that was going to be a first <br /> for the town of Mashpee. We granted the interim permit with DEP <br /> approval. We allowed Life to install their tanks, their pump chambers <br /> and pump to the now existing leaching field at the Talanian property. <br /> That was, I believe, my Board's fundamental support of this project. The <br /> issue of credits for Talanian or minuses for Life, wasn't even an issue. <br /> We were looking at the broader picture. Yes, this is a great idea. We <br /> want to do everything we can to support it. Now, subsequent to that, the <br /> whole issue of whether or not Talanian should get credit for accepting <br /> Life's effluent is just a slice of the broader picture. Do we care? What we <br /> should care about is the nitrogen discharge of the Talanian wastewater <br /> treatment plant. And if that is as good as the Stratford Pond one, then I <br /> think we are fulfilling our obligation as public health officials." <br /> Mr. Baker stated that he disagrees. <br />
