TOWN OF MASHPEE
BOARD OF HEALTH
May 18, 2000
Meeting was called to order at 7:00 p.m.
Members present: Steven R. Ball, L. Glenn Santos, Elias A. McQuaid and Veronica A.
Warden
THE TAPE IS NOT PART OF THE MEETING; IT IS FOR THE-PURPOSE OF
TRANSCRIPTION ONLY.
Mr. Steven R. Ball, Chairman
1. Sian warrants. Warrants signed.
APPOINTMENT: Robert Taylor/Tribal Council re: Indian Museum, Main Street
Mr. Robert Taylor of Taylor MacDougall Burns Architects, Mr. Maurice Foxx, Mr. Jim
Peters and Mr. Vernon Lopez of the Mashpee Wampanoag Tribal Council, Selectman
Chuckie Green and Town Administrator Robert Whritenour were in attendance for this
scheduled appointment.
Mr. Taylor stated that they are anxious to get the project underway and needs to know'
what the Board needs to be able to sign off on the building permit. He stated that they
don't foresee that the addition of bathrooms will increase the facility usage. The house
has a cesspool currently. A recent feasibility study indicated that the cesspool is
sufficient to proceed with the remodeling. The site doesn't allow for a proper septic
system due to the well location. When town water becomes available, they will hook
up and then will be in a position to upgrade the septic system in the location of the
current well.
Mr. Whritenour stated that this project is a partnership between the Town and the
Tribal Council. It will be a phased construction program. Phase II would include
adding to the building and at that time they would upgrade the septic system. If the
timing doesn't work out, they run the risk of losing a state grant for the project.
Mr. McQuaid stated that in order to sign off on the building permit for the bathroom
building the Board would require that the septic system be upgraded.
Discussion took place regarding extending the requirement to upgrade the septic
system and what timeframe would be reasonable.
Mr. Santos motioned to allow Health Agent Elias McQuaid to sign off on the building
permit for the Mashpee Wampanoag Indian Museum renovation project with the
stipulation that the Tribal Council upgrades the existing cesspool to a septic system
within six years. Mr. Ball seconded the motion. Motion passed.
