MINUTES March 23, 2000 6 BOARD OF HEALTH <br /> Mr. Mitrokostas also indicated that this increase in seating for outdoors would be from <br /> May 15 to October 15 due to the weather. It isn't economically feasible to have <br /> outdoor seating any other time of the year. <br /> Mr. McQuaid stated that he is waiting for written confirmation from Brian Dudley of <br /> the DEP before he can sign the building permit application. <br /> Mr. Doherty motioned to grant the additional 40 seats for John's Pond Center from <br /> May 15th through October 15th pending written DEP approval to reduce the flow <br /> calculation from 35 gallons per seat to 20 gallons per seat based on the usage of paper <br /> products instead of china and with the stipulation that Mr. Mitrokostas provides <br /> copies of regular inspection reports for the grease trap and septic tank. Mr. Cram <br /> seconded the motion. Motion passed. <br /> 6. Revised Subdivision Plan - Harbor Homes <br /> Applicant has submitted revised plans showing the new location of wells which <br /> are no longer down gradient of the septic systems and which also show town <br /> water mains and water connections only if necessary. <br /> Mr. McQuaid stated that the applicant is aware that they will not be given an <br /> occupancy permit until they connect to Town Water if it is available. <br /> Mr. Doherty motioned to approve the subdivision plans as submitted. Mr. <br /> Cram seconded the motion. Motion passed. <br /> 7. otic plans - 40 Popponesset Island Road <br /> Mr. McQuaid stated that there is no variance requested. However, the plan <br /> shows five bedrooms, the assessor's office lists it as a three-bedroom house. <br /> There is no denitrification unit being proposed. This is a voluntary septic <br /> system upgrade according to the engineer. This property is not located in a <br /> Zone II area. Mr. McQuaid is suggesting that the engineer or the applicant <br /> prove that they have five existing bedrooms by having Ms. Warden or Mr. <br /> McQuaid walk through the existing house and determine the actual number of <br /> bedrooms. If the house does have five bedrooms, Mr. McQuaid can approve the <br /> plans as submitted. If there aren't five bedrooms, then Mr. McQuaid can ask <br /> the applicant to come before the Board to explain why this project would not <br /> need a denitrification unit. <br /> Mr. Doherty questioned the depth to groundwater at this location and was told <br /> it is 6.3'to the bottom of the leaching to the groundwater. <br /> 8. Emergency Failure Certifications: <br /> 36 Bayberry Drive <br /> Ms. Warden indicated that the leach pit is full and the installation of two 500- <br /> gallon drywells with 3' stone and a new distribution box is necessary. <br /> Board members forwarded their signatures to the Emergency Failure <br /> Certification form. <br />
