MINUTES June 15, 2000 5 BOARD OF HEALTH <br /> discuss it with the public health office and involve Mr. McQuaid and Ms. Warden in <br /> those discussions. <br /> Mr. Ben Gregson, Project Officer for the Impact Area Groundwater Study proceeded to <br /> give an update on the impact area at the MMR. He stated, "Fortunately, the <br /> contamination found to date really doesn't impact Mashpee. It's in the northern part <br /> of the reservation. With groundwater flow being what it is, it is going off to the <br /> northwest primarily." "Of the contaminants mentioned earlier, the RDX is the one <br /> that is causing the most trouble. It can be found at levels above the health advisory in <br /> most of the red dots located on the map." "The northern part of the reservation is <br /> where we have found contamination." "The first spot where we've found significant <br /> levels of RDX is at demolition area 1." <br /> Mr. Santos asked how long the notification period typically is from the time <br /> contamination is found until the Board of Health is notified. <br /> Mr. Minior responded that they try to notify the Board right away. <br /> Mr. Santos also expressed his dismay at AFCEE presenting to the Selectmen about the <br /> wells on Hooppole Road and the Board of Health not being notified. Ms. Warden <br /> stated that the courtesy call was awfully late on that particular issue. <br /> Mr. Minior apologized and stated that it was an oversight. He stated that that doesn't <br /> normally happen and that they usually give advance warning. This particular issue <br /> fell through the cracks. <br /> APPOINTMENT: Mr. David Sanicki re: 6 Great River Road <br /> Mr. David Sanicki of Cape & Islands Engineering was in attendance for this scheduled <br /> appointment. Mr. Lou Mantel, a direct abutter at 8 Great River Road, was also in <br /> attendance. <br /> Mr. McQuaid stated that this project had been before the Board previously and the <br /> Board requested more information on existing wells and that they wanted a full <br /> hearing due to the variance request being a sideline to property stead of sideline to <br /> street. <br /> Mr. Ball stated that since the proposed soil absorption system is only 70'from the <br /> inland of the coastal bank, the Board would require an ultra-violet light in addition to <br /> the denitrification unit. <br /> The applicant is requesting a variance of 5' from the proposed soil absorption system <br /> to the street property line and 10'from the property line to house #8; a variance of 6' <br /> from the reserve area to the slab of the storage area and 10' off the property line of <br /> house #8; a variance of 30' from the proposed soil absorption system to the inland of <br /> the coastal bank and Great River; and a variance of 45' from the proposed soil <br /> absorption system to the inland of the coastal bank. <br /> Mr. Doherty motioned to grant the variances as requested with a denitrification unit <br /> with general testing requirements and the stipulation that the applicant agrees in <br /> writing to semi-annual testing for total nitrogen for two years and a copy of the <br />
