MINUTES June 15, 2000 6 BOARD OF HEALTH <br /> contract to be forwarded to the Board of Health and an ultra-violet light added. Mr. <br /> Santos seconded the motion. Motion passed. <br /> 5. Letter of concern -J. Ray; Stratford Ponds <br /> Board acknowledged with no action.. Mr. Doherty asked the Health Agent to <br /> forward a letter of response. <br /> 6. Copy of letter to Cape Cod Commission from M. Bliss (Talanian Realty) <br /> Board acknowledged. <br /> 7. Letter to M. Nideur re: massage permit <br /> Mr. McQuaid presented the massage therapist license request by Mr. Nideur <br /> and his various licenses and training certificates. <br /> Ms. Warden stated that Mr. Nideur wants to practice massage at Cape Cod <br /> Rehab, which is currently not a licensed facility. Cape Cod Rehab would need <br /> to become a licensed massage facility. <br /> Mr. McQuaid stated that Mr. Nideur has enough training and education to <br /> grant the massage therapist license. <br /> Mr. Santos motioned to grant a 2000 massage therapist license to Michael <br /> Nideur with the condition that he practices at a licensed massage facility. Mr. <br /> Doherty seconded the motion. Motion passed. <br /> 8. News Release from Water District <br /> Board acknowledged. <br /> 9. Variance request: 41 Waterline Drive <br /> Mr. McQuaid stated, "When this lot was perced, they went down 10' and there <br /> was no water encountered. When they went to install the system they <br /> encountered water at 8.5'. The engineer took it upon himself to change the type <br /> of leaching from 500-gallon drywells, which are 2' deep, to flow diffusers which <br /> are only 1' deep. He also raised the system without needing to mound it to <br /> maintain the 5' separation to observed groundwater after the installation. It <br /> meets Title V requirements, but needs a variance due to there being no reserve <br /> area shown. <br /> Applicant is requesting the following changes to an already approved septic <br /> system design: change the leaching to flow diffusers with 1-foot effective depth; <br /> raise the bottom of the leaching system by 1.5 feet, to elevation 6.5' NGVD; and <br /> include bottom area of leaching area only, due to proximity of sides to B layer. <br /> Mr. Doherty motioned to grant the variance as requested in a cover letter from <br /> The Phoenix Group dated May 30, 2000. Mr. Santos seconded the motion. <br /> Motion passed. <br /> 10. Commercial system modification - Mashpee Fire Station <br /> Mr. McQuaid stated that the addition to the fire station, which shares a septic <br /> system with the police station, is adequately sized for the addition.
