MINUTES March 15, 2001 2 BOARD OF HEALTH <br /> 5. FYI: Copy of letter from BME to Board of Selectmen re: bid package for <br /> compactors <br /> Board acknowledged. <br /> 6. Letter from Christopher Brum re: use of landfill for ATV's <br /> Discussion took place regarding a written request from Mr. Brum to use the <br /> capped landfill area for all terrain vehicles. Board members expressed their <br /> concern about damage to the landfill liner and vents from use of ATV's at this <br /> area. Discussion also took place regarding the liability to the town if the <br /> capped landfill was to be used for this purpose. <br /> Board members directed Ms. Warden to send a letter to Mr. Brum declining his <br /> request to use the capped landfill area for ATV use due to the liability and risk <br /> of damage to the liner and vents. <br /> APPOINTMENT: Steve Doyle re: 15 Westwood Road <br /> Mr. Steven Doyle, Engineer and Ms. Christine Fairneny were in attendance for this <br /> scheduled appointment. <br /> Mr. Doyle stated that the property has a failed septic system that they are attempting <br /> to upgrade. There are four variances necessary in order to upgrade the system. <br /> Mr. Ball stated that due to the proximity of the system to the foundation wall, he <br /> would require sealcoating on the inside of the foundation. <br /> Ms. Warden questioned the integrity of the septic tank due to it being under the <br /> driveway. She also indicated that it would be necessary for her to go out and certify <br /> that the system is in failure. <br /> Mr. Santos motioned to grant the variances as outlined in a cover letter from Stephen <br /> Doyle & Associates dated February 23, 2001 with the stipulations that the foundation <br /> is sealed on the inside and the agent verifies the system in failure. Mr. Ball seconded <br /> the motion. Motion passed. <br /> 7. FYI: Comparison fees for transfer station stickers <br /> Board acknowledged. <br /> 8. Emergency Failure Certification: 25 Deer Ridge Road <br /> Ms. Warden indicated that the leach pit is overflowing onto the ground surface <br /> and that the installation of two 500-gallon drywells with 4' of stone and a new <br /> distribution box is necessary. <br /> Board members forwarded their signatures to the Emergency Failure <br /> Certification form. <br /> 9. Lowell Road subdivision plan approval <br /> Ms. Warden indicated that every lot in the subdivision has been designed with a <br /> denitrification unit. Mr. Ball noted that he wants to see the septic systems in <br /> front of the houses. <br />
