MINUTES May 10, 2001 5 BOARD OF HEALTH <br /> Mr. Doherty motioned to grant approval for a 24-seat dining area outside at <br /> Carbo's Grille subject to review and modification, if necessary. Mr. Carboneau is to <br /> submit a letter to the Board stating that a bar is proposed for the outdoor area <br /> however, no food handling or storage will take place in that area. Mr. Santos <br /> seconded the motion. Motion passed. <br /> 15.Emergency Repair Certification - 17 Uncle Percy's Road <br /> Ms. Warden indicated that there was evidence that the cesspool was in failure <br /> (scum over pipe and inside cover) and that the system is to be replaced with a Title <br /> V system. Engineered plans will be required if the lot constraints make this <br /> necessary. <br /> Board members forwarded their signatures to the Emergency Failure Certification <br /> form. <br /> 16.Reguest for I/A unit- 21 Debbie Lane <br /> Ms. Warden informed Board members that the septic system was installed in 1990 <br /> and no house has been built to date. The owners are planning on building the <br /> house now and the Conservation Commission is requiring a denitrification unit to <br /> be installed. Further research indicated that the initial plan does not conform to <br /> the 2000 Title V requirement. Health Consultant Charlotte Stiefel feels that in <br /> these situations, that it would be prudent for the Board to require the components <br /> of a new Title V system which would mean that they would have to add to the <br /> existing system. Ms. Stiefel further indicated that other towns require that the <br /> system conforms to current Title V regulations. Ms. Warden stated that her <br /> opinion is that the Health Agents have been letting this go in past situations due to <br /> the past policies of this Board. <br /> Ms. Warden stated that in order to conform to Title V, one more flow diffuser must <br /> be added, however, they are putting in a denitrification unit. <br /> Discussion took place regarding past policies and the possibility of establishing a <br /> new policy in regards to existing non-conforming Title V septic systems. No firm <br /> policy was established at this time. <br /> Mr. Doherty motioned to approve the installation of a denitrification unit <br /> conditionally with the addition of another flow diffuser and documentation of a <br /> testing program. Mr. Santos seconded the motion. Motion passed. <br /> 17.Coastal Waste Management Proposal for landfill mowing <br /> Coastal Waste Management submitted a proposal to mow the capped landfill area <br /> of the transfer station twice a year for a price of$5,000. The proposal stated that <br /> this price does not include any hand mowing. <br /> Mr. Santos motioned to approve the proposal submitted by Coastal Waste <br /> Management to mow the capped landfill area twice a year for a price of$5,000 with <br /> a change in the proposal to indicated that hand cutting will be done around the <br /> vents. Mr. Doherty seconded the motion. Motion passed. <br />
