8
Board members forwarded their signatures to the Emergency Failure Certification
form.
12. Variance Requests: 25 Shore Drive West (Ocean Bluff Cottages)
The applicant is stating that in support of the architectural plans, they are
requesting a variance for relief from the requirement for designating a reserve
leaching area, due to site constraints. The applicant further states, "as you know,
this residence (and the others at the Bluff) are required by DEP to be connected to
the wastewater treatment plant, and the on-site systems are only an interim
solution until the connections are finalized."
Ms. Warden stated that the revised plans show that the applicant will be tied in to
the New Seabury treatment plant in one year as per DEP requirements. The BOH
has granted an installation of an interim leaching facility until such time as the
treatment plant is hooked in within that one-year interim on other cottages
located on Bluff Drive. The applicant is asking for a variance not to install the
reserve because they will be tied into the treatment plant within one year.
Mr. Ball made a motion to grant the variance requested with the condition that if
it is not tied in within one year the applicant will agree to put the reserve in. Mr.
Santos seconded it. Motion to grant passed.
13. Flagship Self Storage Facility Special Permit Request
Ms. Warden stated that this permit requires that it be submitted to all the
departments. There is no site plan for a leaching facility. However, there is a water
quality report. This is mainly an FYI for the BOH.
Board acknowledged receipt of this information.
DICUSSION
NEW BUSINESS
a. Bathing Beach Policy
Ms. Warden suggested that the BOH table this discussion until the new health
agent is on hand. However, the BOH, in the interim can give the topic of whether
the beach should be closed in its entirety or just for swimming. Ms. Warden also
wanted to make the BOH members aware of the fact that the Town of Falmouth
attempted to allow people on the beach and swimming at their own risk.
Mr. Ball asked what the real issue was.
Ms. Warden stated that she closed the entire beach inclusive of the parking lot.
Mr. Ball recommended that they stay with that policy until they discuss with the
new agent.
Mr. Santos agreed that it was the best way to do with it.
