Variance Requests: 25 Shore Drive West (Ocean Bluff Cottages) <br /> The applicant is stating that in support of the architectural plans, they are <br /> requesting a variance for relief from the requirement for designating a reserve <br /> leaching area, due to site constraints. The applicant further states, "as you know, <br /> this residence (and the others at the Bluff) are required by DEP to be connected to <br /> the wastewater treatment plant, and the on-site systems are only an interim <br /> solution until the connections are finalized." <br /> Ms. Warden stated that the revised plans show that the applicant will be tied in to <br /> the New Seabury treatment plant in one year as per DEP requirements. The BOH <br /> has granted an installation of an interim leaching facility until such time as the <br /> treatment plant is hooked in within that one-year interim on other cottages <br /> located on Bluff Drive. The applicant is asking for a variance not to install the <br /> reserve because they will be tied into the treatment plant within one year. <br /> Mr. Ball made a motion to grant the variance requested with the condition that if <br /> it is not tied in within one year the applicant will agree to put the reserve in. Mr. <br /> Santos seconded it. Motion to grant passed. <br /> 13. Flagship Self Storage Facility Special Permit Request <br /> Ms. Warden stated that this permit requires that it be submitted to all the <br /> departments. There is no site plan for a leaching facility. However, there is a water <br /> quality report. This is mainly an FYI for the BOH. <br /> Board acknowledged receipt of this information. <br /> DICUSSION <br /> NEW BUSINESS <br /> a. Bathing Beach Policy <br /> Ms. Warden suggested that the BOH table this discussion until the new health <br /> agent is on hand. However, the BOH, in the interim can give the topic of whether <br /> the beach should be closed in its entirety or just for swimming. Ms. Warden also <br /> wanted to make the BOH members aware of the fact that the Town of Falmouth <br /> attempted to allow people on the beach and swimming at their own risk. <br /> Mr. Ball asked what the real issue was. <br /> Ms. Warden stated that she closed the entire beach inclusive of the parking lot. <br /> Mr. Ball recommended that they stay with that policy until they discuss with the <br /> new agent. <br /> Mr. Santos agreed that it was the best way to do with it. <br />
