Minutes of Combined Meeting of <br /> Mashpee Design Review Committee and <br /> Mashpee Plan Review Committee <br /> Held Thursday, April 9, 2009 <br /> Mashpee Town Hall Meeting Room 1 <br /> Design Review Members Present: Walter Yarosh, Tom O'Hara, and Tom Jalowy. <br /> Plan Review Members Present: <br /> Richard Stevens, Building Inspector <br /> Charlie Maintanis, Local Inspector <br /> George Baker, Fire Chief <br /> Tom Fudala, Town Planner <br /> Paul Bryant, Police Department <br /> Glen Harrington, Health Agent <br /> Also Present: Joel Clifford, Fire Inspector <br /> Richard Stevens called the meeting to order at 9:07 a.m. <br /> 502 Main Street <br /> b <br /> Preliminary plan for proposed hockey skating rink <br /> Location — behind the existing fitness center <br /> Representative — Michael Aucoin <br /> Michael Aucoin appeared and said this is basically a preliminary round Plan and he wants to get <br /> some input. He said they met with both Glen and Tom for a short basis. Mr. Aucoin presented the <br /> following comments: ' <br /> • Proposing under 10,000 square foot building with a little over 50 parking spaces. <br /> • Facility not a public skating rink. It is educational because they are using it strictly for training <br /> purposes. <br /> • Hockey training educational rink limited to 10 seats...not open to the public. Strictly for hockey <br /> training with parents dropping off the kids and then picking them up when done. <br /> • Building is 110X80; it would probably be one-half rink size. <br /> • Going to be a long-term project. <br /> • Walter Yarosh asked: Will they sell rink space because it could be $18,000 per month for <br /> electricity to run the facility? Would they consider enlargening the rink and make it open to the <br /> public? Mr. Aucoin said they probably will consider that. Glen Harrington noted that <br /> Barnstable is opening twin rinks (one in July and one in October) and rink and ice time will not <br /> be a problem when that's done. <br /> • Tom Fudala noted that educational facilities are not allowed in this zone so it needs zoning <br /> change. Tom added they are thinking of proposing zoning changes in industrial uses and that <br /> may be proposed in October Town Meeting and the change may add this type of use to <br /> industrial zones. <br /> • Tom Fudala said they have to go to Cape Cod Commission due to building size. <br /> • Mr. Aucoin asked whether or not nonprofit status affects zoning? Tom Fudala said specifically <br /> indoor recreation facilities are not allowed. Charlie Maintanis commented that while it seems <br /> the harder way to go it does make more sense to change zoning because in the future they <br /> might want to change what's allowed so it makes more sense to do it up front. <br />
