Minutes of Combined Meeting of <br /> Mashpee Design Review Committee and CX�� <br /> Mashpee Plan Review Committee <br /> Held Thursday, June 11, 2009 <br /> Mashpee Town Hall Meeting Room 3 <br /> Design Review Members Present: Walter Yarosh, Tom O'Hara, Robert Nelson, and Tom Jalowy. <br /> Plan Review Members Present: <br /> Richard Stevens, Building Inspector <br /> Charlie Maintanis, Local Inspector <br /> Sheldon Hamblin, Deputy Fire Chief <br /> Tom Fudala, Town Planner <br /> Catherine Laurent, DPW Director <br /> Ronnie Warden, Assistant Health Agent <br /> Ben Perry, Animal Control Officer <br /> Also Present: Joel Clifford, Fire Inspector <br /> Paul Bryant, Police Department <br /> Richard Stevens called the meeting to order at 9 a.m. <br /> 107 Commercial Street <br /> Community Health Center of Cape Cod <br /> Preliminary Expansion Plans <br /> Representative — Rudolph Hunter <br /> Rudolph Hunter and Raul Lizardi-Rivera appeared and Mr. Hunter explained that the Center has <br /> almost doubled staff and number of patient visits. He said they are coming to the Committee to get <br /> advise and approval for their expanded parking plan proposal. He said in the future they plan to <br /> construct a building on the site alongside the current building. The want to do this in 2 phases <br /> because they have availability of funding from the U.S. government and it's necessary to submit a <br /> plan and get approval and then get funding. When they get the funding, then they have to build within <br /> 12 months. Mr. Hunter said they may have to go to the Cape Cod Commission for approval, but that <br /> will be determined later. Mr. Hunter and Mr. Lizardi-Rivera showed the site plan, which was reviewed <br /> and discussed insofar as the expanded parking lot proposal is concerned: <br /> • 2-phase approach because of federal funding. Second phase will be construction of an <br /> additional building. The building will be 2 levels. Upper level will be for office use. They plan <br /> to have a connector between the 2 buildings at the upper level. Patio will be on the second <br /> level for staff to have lunch outside. <br /> • Lower parking lot faces Route 28 and is set back 120 feet; only 100 foot setback is required. <br /> • Drainage is just shown on the plan for conceptual view; they have not done research yet. <br /> • Septic system is in front of the building so testing soils can happen later, but they would like to <br /> hear if that is agreeable to Board of Health or not. <br /> • Proposed 157 parking spaces are 7 above required number according to their information. <br /> Rich Stevens asked why they can't use diagonal parking and move traffic in one-way direction <br /> at the lower level. Mr. Lizardi-Rivera said they looked at that but diagonal parking covers more <br /> space and gives less parking spaces. <br />
