107 Commercial Street(continued) <br /> • Walter Yarosh pointed out that there is a house located on adjacent property and, therefore, a <br /> natural buffer is needed, so maintain at least a 10 foot buffer. He said when you clear that <br /> area you would cut 20 to 30 foot high trees. Walter mentioned that the property on the other <br /> side is a vacant lot owned by NStar. Tom Fudala said the NStar lot will not be developed. <br /> • Walter commented that the proposal submitted is a huge improvement from what was <br /> proposed originally. <br /> • Walter asked about possibility of closing off the second entrance and then you'll have more <br /> parking space. Walter reminded them that currently their employees are parking on the street, <br /> so look to have more parking for them on the lot as well. <br /> • Sheldon Hamblin commented that we're here to address the parking lot for the lower parcel <br /> under phase 1 and he cannot address phase 2 because they have no building plans. Sheldon <br /> did say he knows his fire truck would not be able to get to the second building as it's shown on <br /> this plan. <br /> • Catherine Laurent stated that Commercial Street is a Town road and we have allowed one- <br /> way parking on one side to accommodate the Center, but the road will begin to break down so <br /> you'll have to allow for all the parking in the lot. Bob Nelson added that not only will the road <br /> deteriorate, but the answer is to pave it and put sidewalk in since it is a safety hazard. <br /> • Tom Fudala pointed out that the Town owns the land on the other side. Bob Nelson said ZBA <br /> granted the permit because they understood the Town had granted a lease. Tom said Town <br /> only leased one lot. Bob Nelson told Applicant that they then need Board of Selectmen <br /> approval before going forward. <br /> • Tom Fudala said that ZBA is the governing board of this phase 1 proposal so they probably <br /> would not have to go to Cape Cod Commission at this point. <br /> • Catherine Laurent informed applicant that when they address building 2, they will not have <br /> enough parking so will have to add more parking spaces. <br /> • Walter suggested moving the dumpster down to the employee parking lot and that would offer <br /> more parking spaces. Mr. Lizardi-Rivera said the crew that services the dumpster prefers the <br /> location but he will discuss with them to see whether there is something that can be done to <br /> move it. <br /> • Tom O'Hara pointed out that we should have an accurate number of patients/staff on any <br /> given day at the site because the new building will add an additional 20,000 feet. <br /> • Walter Yarosh again repeated that the street parking problem should be addressed. <br /> • Tom O'Hara asked: Would you want to go forward with the lower paved parking area before <br /> building 2 is built? Mr. Hunter responded "yes". Walter added that the one benefit to Town <br /> would be we could see how parking looks with the additional lower parking lot. <br /> • Walter advised applicant that it is the by-law that states how many parking spaces are needed <br /> for the size of the building. If you don't have the required number, then a variance is needed <br /> but it is hard to get a variance when you have created the hardship. <br /> • Walter said maybe cutting back the set-back from 28 would add parking, but Tom Fudala can <br /> advise whether that can be done or not. <br /> • Tom O'Hara asked if there is a way to place the staircase so it is more convenient rather than <br /> the employee having to walk so far. Mr. Lizardi-Rivera said that can be done...he just has to <br /> look at how they cross the driveway. <br /> • Mr. Hunter said they have to submit plans on the parking because they're trying to get funding <br /> for the parking. Tom Fudala said ZBA approval is needed. He said if it is just a site plan <br /> change, then ZBA does not need a public hearing. Bob Nelson said ZBA would want to hear <br /> from the Board of Selectmen first. <br /> 2 <br />
