Minutes of Combined Meeting of <br /> Mashpee Design Review Committee and <br /> Mashpee Plan Review Committee <br /> Held Thursday, February 12, 2009 <br /> Mashpee Town Hall Meeting Room 3 <br /> Design Review Members Present: Walter Yarosh, Robert Nelson, Tom O'Hara, Tom Jalowy, and <br /> Richard Stevens. <br /> Plan Review Members Present: <br /> Richard Stevens, Building Inspector <br /> Charlie Maintanis, Local Inspector <br /> Sheldon Hamblin, Deputy Fire Chief <br /> Joel Clifford, Fire Inspector <br /> Tom Fudala, Town Planner <br /> Glen Harrington, Health Agent <br /> Ronnie Warden, Assistant Health Agent <br /> Rodney Collins, Chief of Police <br /> Ben Perry, Animal Control Officer <br /> Catherine Laurent, DPW Director <br /> Richard Stevens called the meeting to order at 9:05 a.m. <br /> Request for Kennel License...Chief Collins served as moderator <br /> Martha Hopkins and Joan Martin <br /> 2 Back Road #39 <br /> Request for Kennel License (7 dogs) <br /> Martha Hopkins and Joan Martin appeared. Dale McDonald, Manager of the trailer park was also <br /> present to address the meeting. <br /> Martha Hopkins addressed the Committee stating that when she moved into the trailer park Mashpee <br /> didn't have the kennel license law. She said they now have 6 dogs because one died last week; they <br /> don't plan to replace any once they die; and all dogs are under 20 pounds. She said they don't allow <br /> the dogs out on the grass; they have them on the leash; they have a bucket and place feces in the <br /> dumpster in a sealed plastic bag. All the dogs are titled "therapy dogs". Martha Hopkins said they <br /> are not spaying the younger dogs because then you can't show them. Chief Collins asked both <br /> ladies whether or not they agree that there is no "grandfather" clause in the kennel license law. They <br /> did agree. <br /> Martha pointed out that the by-laws of the trailer park had no restriction on number of pets allowed; <br /> when she moved there she had 2 dogs; Joan Martin explained that when she had a heart attack she <br /> moved in with Martha and brought her dogs with her. Joan Martin said they've been working with the <br /> Board of Health and have cleaned up a lot by having the whole kitchen done; they've repainted; <br /> blinds were installed so dogs can't see out and therefore don't bark; dogs now wear diapers; and <br /> they've applied for a grant which will give them funds to replace the carpeting and flooring. Joan <br /> Martin said she has been told that the agency has the funds so it is almost a certainty they will get <br />
