Site plan Review Willowbend – Comdex and Villa Unit Plan at Simon's Road Matthew Eddy, Baxter Nye Engineering and Surveying Changes to the plan originally approved on May 22, 2008 Matt Eddy, Jack McElhiney, and David Wood appeared. Matt Eddy addressed the Committee saying that the Planning Board requested they come back to this Committee. He showed the Site Plan that was approved May 22, 2008; and explained the changes made after meeting with the Planning Board 3 or 4 times and having more meetings with abutters. There followed a lengthy review and discussion of the proposed changes, which included the following: • Willowbend agreed to eliminate moving the road and will use the existing Simons Road. • All units have single car garage. • Golf cart storage garage eliminated. - • Extended buffer. • Matt said they spoke with Sheldon Hamblin yesterday and he made a couple of suggestions— they widened entrance and are moving parking to provide better Fire Department access in front of the 6-unit building. • Walter questioned whether or not there was a way to shift or pull some buildings back rather than have the 5 buildings all in a straight row. It looks too massive. • Tom O'Hara asked whether there was anything they could do with the 3 buildings at the bottom area where the soccer area is to alleviate abutters' issues there? Jack McElhiney said they are having landscape designer come in next week. • Landscaping...Tom Jalowy suggested to augment buffer area to shield better and be more attractive to abutters they should eliminate undesirable trees and re-vegetate the area. Conclusions: • Continue road through. • Eliminate one building and make 2-unit into 4-unit building and shift the other structures. • Stagger buildings so they don't have "row-house" look. • Augmentation of buffer as suggested by Tom Jalowy. • Matt Eddy said they are going to Planning Board with revised Plan; then would come back to Design Review/Plan Review; and then go to ZBA. • Check bedroom count. Tom Fudala pointed out that large condo by-law specifies maximum of 3 bedrooms, they have 4 bedrooms; and small condo maximum is 2 bedrooms, they have 3. • Tom Fudala advised they need a variance from ZBA for 3-unit buildings.
