QZFi4Q <br /> NANCE COMMITTEE <br /> Finance Committee Minutes <br /> June 13, 1984 <br /> Present: Frederic Blythe, Avis McKinley, David Roddy, Elizabeth Terry and William <br /> Towner. The Board of Selectmen, Joseph Murphy, Vernice Polka, and the Public Works <br /> Building Committee attended all or part of the meeting. <br /> Fred Blythe announced that an open meeting will be held at the town hall on Friday, <br /> June 15 at 7 p.m. regarding Popponesset Spit dredging. <br /> A request was received to transfer $1303.71 from the Reserve Account for Falmouth <br />(High School tuition for this fiscal year. David Roddy made a motion to transfer the <br />(funds; unanimously approved. <br /> Ili The Personnel Board requested a transfer of $350 to their Expense Account for physicals <br /> required for the Police, Fire and Highway Departments. Balance in account $841.17. <br /> The Mid Cape Medical Center will perform the physicals for $40, EKG's, if needed, <br />'i$68 (for anyone over the age of 40) . Dr. Lewis's charge for physicals in the past <br /> was $35. David Roddy and Bill Towner suggested delaying the approval until more information <br /> is obtained. Vernice Polka checked the Personnel Expense Account and determined that <br /> 34 out of a possible 64 physicals have been performed. The Finance Committee unanimously <br /> agreed to transfer $350 from the Reserve Account. <br />(The Personnel Board also requested a transfer of $73.87 to the Education Account. <br /> David Roddy made a motion not to approve the transfer; motion carried. <br /> The July 2 Special Town Meeting Warrant was reviewed and voted as follows: <br /> Article 1. Transfer funds to the Highway Salaries Account. Funds were eliminated <br /> at the Annual Town Meeting. Unanimous approval. <br /> Article 2. Fire Contract $60,990 for a 2 year period; 5 1/28 the first year and a <br /> 5 1/28 increase the second year. Joe Murphy suggested $34,000 from Revenue Sharing <br /> and raise and appropriate the balance. The contract will create four new positions, <br /> but number of employees would remain unchanged, for a total increase of $2000 for <br /> these positions. <br /> Applicants for the position will have to pass an exam which will be first offered <br /> to present employees. If they fail the exam the positions would be opened up to the <br /> public. David Roddy made a motion not to recommend the article due to the salary <br /> increase for the new positions, but withdrew the motion after considerable discussion. <br /> Bill Towner made a motion to accept article, motion carried unanimously. Joseph Murphy <br /> will send each member of the Finance Committee a copy of department contracts. <br /> Article 3. $11,250 for a feasibility study of Ashument Pond. This article was defeated <br /> at the annual town meeting. State aid might be available for the study. Recommendation <br /> to be made at the special town meeting. <br /> Article 4. Vote to rescind authorization to raze and demolish the old town hall. <br /> David Roddy made a motion to accept the article. Bill Towner felt he would like more <br /> information before acting on the motion. Bids have not been received to raze the <br /> building. Chief Gray Wolf completed a grant application to rehab the building. Award <br /> announcements will be made late July. The town would receive the funds and turn them <br /> over to the Mashpee Community Center Authority for the rehab. Mr. Blythe suggested .postponing <br /> P <br />
