To create a Mashpee Community Center Authority and empower the Board <br /> of Selectmen to transfer operational control and responsibility for the old town hall <br /> Ito this authority. Vote - unanimous to indefinitely postpone. <br /> Article 7. $15,000 to purchase a used street sweeper. David Roddy made a motion <br /> not to recommend this article - vote unanimous. Ernie Virgilio, Public Works Director, <br /> Lasked the committee to reconsider the article. A motion was made and approved to <br /> reconsider. Funds for the sweeper - $10,000 from small construction account and $5,000 <br /> from the expense account. Mr. Virgilio felt the sweeper was needed and would not <br /> request a transfer later in the year for the Maintenance and Small Construction and <br /> Highway Expense Account. Recommendation will be made at the town meeting. Mr. Virgilio <br /> felt several businesses and organizations will rent the sweeper; quotes from the organizations <br /> will be available prior to the meeting. - <br /> Article 8. Article submitted by the Civil Defense Director to complete the Emergency <br /> Operations Center in the Mashpee Police Station. Amount needed not available. Dave <br /> Roddy made amotion to make a recommendation at town meeting; vote carried unanimously. <br /> Article 9. Transfer or raise and appropriate $2250 to the Wire Inspector Salary Acocunt <br /> and $2000 to the Gas Inspector Salary Account. The Plumbing Inspector's salary is <br /> being investigated. The Building Inspector suggested the increases at the annual <br /> town meeting. The Board of Selectmen felt the increase is justified. Fees have been <br /> increased.- Bill Towner made a motion to accept article; motion carried unanimously. <br />(Article 10. Construct public works facility. Joseph Murphy suggested anExecutive <br /> Session due to a possible land taking for the facility. The Public Works Committee, <br /> Tax Collector, Board Of Selectmen(Will Hanson and Richard Terry) , and Joseph Murphy <br /> were present. The Board of Assessors and Capital Improvement Committee were invited <br /> but did not attend. The facility could be expanded in the present location if the <br /> land behind the building, 10 acres owned by the Peters family, was taken by eminent <br /> domain. New bids ,would be required if this site is used. Joe Murphy felt $40,000 <br /> was available from overlay reserve account, and possibly more would be available at <br /> a future date as a major appelate tax case for utilities has been finalized. Will <br /> Hanson suggested using the portable classrooms at the present site until the new building <br /> is completed. If the town acted as the general contractor, per Sam Re, they would <br /> need approval from various <br /> agencies and would have to pay prevailing wages. The general contractor will honor <br /> his bid until. July 3, but did not know if the subcontractors would honor their previous <br /> bid. Mr. Re felt the building could be constructed for $440,000, but due to inflation, <br /> cost would increase substanstially if construction did not begin soon. A motion was <br /> made to make a recommendation at town meeting after reviewing information from the <br /> general and subcontractors. Vote - 3 approved and _2 opposed - Dave Roddy and Bill <br /> Towner due to site location. <br /> Article 11. Waterways article regarding windsurfing. The committee voted unanimously <br /> not to recommend the article. <br /> Article 12. Maintain the public beach area at John's Pond Park on weekends from July <br /> 3 through September 3, 1984 for the cost of $3,033. Dave Roddy suggested not to fund <br />�at this time.
