tires r , <br />�WOAOVV" T owtt of Magbpa <br /> U, own �iatl <br /> ` n <br /> NCE COMMITTEE <br /> FINANCE COMMITTEE MINUTES <br /> Town Hall <br /> March 10 , 1987 <br /> Present : Finance Committee members , Frederic Blythe , Edward <br /> Dolan , Carol Dunivan , Carl Heller , Joyce Howell , <br /> and William Towner . <br /> Town Accountant , Vern Polka . <br /> Executive Secretary , Joseph Murphy and Selectmen Lawrence <br /> and Hansen joined the Finance Committee to discuss the Articles <br /> for the March 23rd Special Town Meeting . <br /> Article #1 seeks the establishment of a Water District for <br /> the Town . This Article does not require funds . If the town <br /> authorizes the creation of the Water District then the $250 , 000 <br /> already expended by the town will be returned . If the town fails <br /> to authorize the Water District $250 , 000 will have to be cut from <br /> the budget . The Finance Committee members in view of the complexity <br /> of the issues involved in this Article made no recommendation on <br /> Article #1 . <br /> Article #2 requests $1 , 229 . 92 for an inter-department transfer . <br /> This money would be transferred from the Governor ' s Highway Safety <br /> Grant Account to the Police Wage Account to offset funds expended <br /> by the Police Department for special patrols and $980 would be <br /> to fund the settlement through arbitration of a grievance filed <br /> in 1985 . The Finance Committee approved Article #2 . <br /> Article #3 seeks-authorization for the installation <br /> of water mains , fire hydrants and other appurtenances , including <br /> plumbing as may be needed to provide water to the Police/Fire <br /> and municpal complex . This Article would provide two hydrants <br /> and water and extend the water main . The two hydrants will greatly <br /> impact the cost of insurance . The total cost of this project is <br /> not yet known , $17 , 850 had been previously appropriated . Finance <br /> Committee approved Article #3 . <br /> Article #4 seeks town approval to appropriate and transfer <br /> $868 from the town hall maintenance salary account to the <br /> Selectmen ' s Salary Account to pay the salaries of two new <br /> Selectmen elected at the 1987 Annual Election . This $868 would <br /> be for the balance of the year . Finance Committee members voted <br /> and approved Article #4 . <br />
