Finance Committee Minutes <br /> February 19 , 1988 <br /> Page 2 . <br /> Note was taken of the fact that this budget had been prepared <br /> with the expectations of 8 new men being employed . Chairman Heller <br /> requested that the budget be re-written to show Finance Committee <br /> members the budget as the Department now stands . Carl noted he would <br /> like to see the budget with all related costs of additional fire <br /> fighters pulled out . <br /> The Finance Committee next reviewed the Articles the Fire <br /> Department has submitted for the Annual Town Meeting . <br /> Article #1 seeks Town approval to hire and equip four full <br /> time fire fighters . There was debate over the position of the <br /> Article in relation to the omnibus . If this article is passed the <br /> overtime budget can be cut , however if the article is not passed <br /> there will be a need for a larger overtime budget . The omnibus <br /> is voted on first , so pending the outcome of the town vote on this <br /> Article the omnibus may have to be revised and the Finance Committee <br /> may have to change their recommendation . <br /> Article #2 seeks Town approval to hire and equip four full <br /> time fire fighters , commencing January 1 , 1989 . This was done <br /> because the Chief felt to have 8 new fire fighters come on board <br /> at the same time would not provide time to amply train them . <br /> Artilce #3 seeks Town authorization to have the Selectmen <br /> appoint a Mashpee Fire Department Building and Needs Committee of <br /> not more than seven members of which one member to represent <br /> management and two members of the Mashpee Fire Fighters Association. <br /> to report to the ,Selectmen with their recommendations . <br /> Article #4 seeks Town approval to purchase a computer for <br /> the Fire Department . The approximate cost would be $4 , 000 , and <br /> at present the Department is considering a MacIntosh which would <br /> be compatible with the computer to be installed at the Town Hall . <br /> This computer would also facilitate billing for the town <br /> ambulance service , thus eliminating the service that they must now <br /> hire . Carl recommended that this Article be eliminated and that <br /> it be made a line item on the budget . <br /> Article #5 seeks the Town to vote money for a 4-Channel <br /> Cassette Logger . This is basically a recording system by Motorola <br /> to record the incoming emergency calls and radio transmissions . <br /> The approximate cost is $4 , 674 .00 . The Chief noted that this is <br /> an absolute must as there are tremendous legal implications <br /> involved . Vern brought to the attention of the meeting the fact <br /> that the Police Station supposedly has this capability - why was <br /> it not being used as intended . Carl suggested that the first thing <br /> that had to be done was to find out if this capability is already <br /> present , before we go out and spend the money . Carl secondly <br /> suggested that this not be an Article but rather a line item in <br /> the omnibus . <br /> Article #6 seeks Town approval for funds to purchase four <br /> Scott 4 . 5 Positive Pressure Air Paks for the Fire Department . <br />
