Finance Committee Minutes <br /> February 25, 1988 <br /> Page 3. <br /> Article #74 has been submitted by the Harbor Management Committee and the <br /> Town Planner and seeks $5,412 to hire a consulting environmental specialist, on <br /> a temporary basis to assist in completing a Harbor Management Plan. <br /> Chairman Heller informed Chet that the Finance Committee would be in touch <br /> with him regarding their position on the Harbormaster' s budget. <br /> Dave Ryan joined the meeting to discuss the Shellfish budget. Dave <br /> presented his budget as follows: <br /> Salary $25, 148 <br /> Wages 7,860 (see explanation below) <br /> Expense 5,294 <br /> Propagation 5,000 (self-funded from License Account) <br /> Vehicle Lease 2,921 <br /> Dave noted that he thought the License Sales request part of the Wage Account <br /> could be cut in half to $1,050. This would be for a person to sell licenses <br /> and help also with sale of beach stickers. The shellfish licenses however are <br /> required earlier than beach stickers usually in April and May. This would bring <br /> the total of the Wages to $6,810. Carl inquired as to whether it would be <br /> possible to re-instate the full price on licenses granted to senior citizens . <br /> Joenotedthat the Finance Committee could make this recommendation to the <br /> Selectmen. <br /> Articles 459 and #74 have been previously discussed, however, Dave noted <br /> there is one other Article, which does not appear in this draft Warrant. The <br /> Article seeks Town approval to raise and appropriate or transfer from available <br /> funds the sume of $5 ,000 to purchase equipment, upgrade existing equipment and <br /> provide training to handle hazardous material containment and cleanup. Dave <br /> noted that this equipment is necessary to prevent contamination or contain <br /> it until the DEQE steps in. <br /> Carl told Dave the Finance Committee would inform them of their position <br /> regarding the Shellfish budget and Articles. <br /> George Costa of the Board of Health joined the meeting to discuss the <br /> Board of Health FY89 budget. This budget, with corrections made to correct <br /> errors in computing salaries was submitted as follows for consideration: <br /> Board Salary 7,200 <br /> Agent & Asst. Agent <br /> Salary 46,338 <br /> Clerk Salary 17,976.21 <br /> Wages 9, 760 <br /> Expenses 7,200 <br /> Health Svs. 23,500 <br /> Sanitation 20,000 <br /> George discussed the $20,000 figure in Sanitation and Environment. He <br /> noted that the town lagoons were in dire need of cleaning and that each <br /> cleaning cost the town approximately $2,000. He noted that the emptying of <br /> the grease traps from local restaurants was a real threat and problem to the lagoons. <br />
