Finance Committee Minutes <br /> March 9 , 1988 <br /> Page 2 . <br /> Tony discussed the Civil Engineering Consultant costs with the <br /> Finance Committee . He noted at present the Town employs Charles <br /> Rowley , and his rates are way below the going rates and he has not <br /> changed his rates in a number of years , thus the large increase <br /> of $6 , 000 . Ferragamo noted that even with the increase , Rowley <br /> will still be below the current .rates for a Civil Engineer . If <br /> Rowley at some point decidesthat it is more beneficial for him <br /> to take on some other more profitable work , the Town will be in <br /> serious trouble . Ferragamostated his belief that Rowley ' s services <br /> should be more realistically priced in the event that he has to be <br /> replaced . Chairman Heller asked how much could be removed from this <br /> expense if the Town were to establish an Engineering Department . <br /> Ferragamo stated that $16 , 000 could possibly be removed from <br /> Consultant Services if the town had a permanent qualified engineer . <br /> Carl suggested that the Finance Committee should look into how <br /> much money could be taken from budgets of the various departments <br /> for engineering services and used to fund a permanent qualified <br /> engineer . $5 , 000 of the Consultant Services is earmarked for <br /> Geohydrologic/Water Quality Consultants to review the water quality <br /> impact of proposed development . At present this is not currently <br /> being done . Ferragamo noted that the Planning Board would not <br /> expend these monies unless they felt it necessary . <br /> Ferragamo next discussed the Maps & Expense portion of the <br /> budget . In FY88 the Planning Board was funded $500 , this year <br /> they are requesting $3 , 000 . He noted that the subdivision regulations <br /> and the zoning by-laws have to be updated , and it is anticipated <br /> that a large portion of these funds will be returned to the Town <br /> through sales of the new regulation booklets and maps . There are <br /> several departments presently selling the regulations and it is <br /> difficult to keep tract of the exact income . Murphy noted that <br /> the reason various departments are selling the law/regulation <br /> booklets is to accommodate the people of the town . He also noted <br /> that the printing costs of these booklets comes from the Selectmen ' s <br /> Central Services Account , and the sale price is based on the cost <br /> of typing , proofing , and the printing . Ferragamo stated that the <br /> map expense is required for the new master plan map and to update <br /> zone changes . <br /> The Town Planner and the Planning Board have jointly submitted <br /> an Article on the Warrant (Article #67 on the current draft) . <br /> This Article seeks $24 , 400 to fund the final phase of the consultant <br /> study of water quality problems and shellfish contamination in the <br /> Mashpee River , Santuit River , Quaker Run and Shoestring Bay . This <br /> would be the last phase of the study and will do water quality testing <br /> and will develop a hydrologic model and make engineering recommen- <br /> dations . Fudala noted that the `Sashpee River has a problem with <br /> old cranberry bogs and there is a need to control the outflow from <br /> ditches in these old bogs containing dead plant material . He also <br /> stated that Saltuit River has condominium pollution and there is <br /> an underground river , called Quaker Stream , that is presenting a <br /> problem . <br />
