BOX 1106 MASHPEE, MA 02649 FINANCE COMMITTEE MINUTES Town Hall February 8, 1989 Present : Edward Dolan , Carole Dunivan , Anthony Gallo , Carl Heller and William Towner The Finance Committee convened at 7 p . m . Selectmen Gottlieb , Hanson , Jacobs and Lawrence and Executive Secretary Murphy joined the meeting to review the FY90 Capital Program . Voting machines — There was agreement that new voting machines are needed , however , there are no specs and it is too late to go out to .bid for the annual town meeting . It was the consensus that this should be deferred to a special town meeting . Mapping project - It was the consensus that this should be a 22 exemption . Town Hall architect - Will Hanson addressed this capital request . He noted that at the annual town meeting there will be at least two alternative site selections and the architect will be set . It was agreed that the first year ' s principal and interest should be funded by a transfer from the Briarwood Water System money and authorize the borrowing . Town Hall (Davis School) - boiler/heating system - Murphy noted that the boiler has a small crack and replacement may be required . Murphy addressed the creation of a new position , Building Superintendent . The Superintendent will be someone who knows about building and he will be the contact person for trades people and vendors . This person will supervize two full time custodians , one working the 3 - 11 shift and another working the 11 - 7 shift . This concept has been prepared and approved by the Selectmen . There was general consensus that maintenance of town-owned buildings has fallen by the wayside and there is a great deal of work to be done . There will be one maintenance account and the DPW will no longer do building maintenance . Hanson noted that the Superintendent ' s first year budget will be very high as all town buildings are in need of rehab . Town Hall truck - The amount of this request has been scaled down from $20 , 500 to $12 , 500 for a small mini-van .
