MA 02649 <br /> FINANCE COMMITTEE MINUTES <br /> Town Hall <br /> January 25, 1989 <br /> Present : Edward Dolan , Carole Dunivan , John Ferriday , Anthony <br /> Gallo , Carl Heller and John Ferriday <br /> The Finance Committee convened at 7 p .m . The Town Planner and <br /> Chairman of the Planning Board joined the meeting to discuss <br /> several articles on the January 30th Special Town Meeting Warrant . <br /> Town Planner , Fudala , informed the Committee that article 4 on <br /> the warrant would be indefinitely postponed . Article 4 concerned <br /> the construction and operation of sand filter beds, on the DPW site . <br /> Fudala noted that it was felt that this would be a highly visible <br /> site and it was decided that it should be moved back to the landfill . <br /> Article 5 will also be indefinitely postponed . This article concerned <br /> the construction and operation of a wastewater treatment facility <br /> by a non-profit corporation . Fudala noted that there is just not <br /> enough information available to present this at town meeting . <br /> The next article addressed was article 8 . This article seeks town <br /> authorization to construct a roadway through town-owned property . <br /> Fudala noted that he has been advised by Town Counsel to modify the <br /> form of this article , and he will have a better plan to bring to <br /> the town meeting . He told Finance Committee members that he plans <br /> to check into this article further . Committee members expressed <br /> their concern about the parcel of land that is being divided . <br /> Fudala noted the the piece of land divided would be a good site <br /> for a variety of proposed projects i . e . , VFW Hall , Senior Center . <br /> Anthony Ferragamo , Chairman of the Planning Board noted that there <br /> are three major benefits to granting this roadway to the Dolphin <br /> Bay Corporation : this project would provide access to open space , <br /> it would avoid construction in a natural area and Dolphin Bay has <br /> agreed to reconstruct the Asher ' s Path intersection . It was also <br /> noted by Ferragamo that the developer has purchased land with <br /> access to Meeting House Road for more units of housing , in the event <br /> he is not granted the roadway , traffic could have access through <br /> Meeting House Road . Fudala stated that the Developer is seeking a <br /> show of confidence . At present there is no indentifiable use for <br /> the four acres that will be segregated by the roadway . Ferragamo <br /> noted that the town will also have access to the Dolphin Bay roadway <br /> to this four acre parcel . <br />
