MA 02649 <br /> FINANCE COMMITTEE <br /> FINANCE COMMITTEE MINUTES <br /> Town Hall <br /> March 28, 1990 <br /> Present: Ed Dolan, Carole Dunivan, John Ferriday, Tony Gallo, Vern Polka and <br /> Jim Vaccaro <br /> The Finance Committee convened at 7 p.m. The Chairman noted that the <br /> purpose of this Finance Committee meeting was to discuss the cuts that the <br /> Finance Committee had recommended to department budgets and have the board <br /> secretary make a listing of such cuts and where they were made in each <br /> department budget. This is in preparation for the meeting of March 29th <br /> when departments will be in to express their concerns or problems with <br /> Finance Committee recommendations. <br /> A listing of the cuts recommended by the Committee and where these cuts <br /> were made in each department is attached. <br /> Kevin Harrington was in attendance and he asked to address the committee. <br /> He asked the committee to address the budgets of four of the smaller departmets, <br /> Accountant, Tax Collector, Town Clerk and the Elections and Registrations. <br /> He noted that these four budgets were causing a great deal of opposition <br /> and polarity. Kevin felt these budgets could be addressed for a cost of <br /> approximately $10,000. He further noted that due to changes in the Barnstable <br /> County retirement there was no need to place $5,000 in the Pension Reserve <br /> as the Finance Committee is recommending. This would free up $5,000 to put <br /> toward these four budgets. This would still leave an additional $5,000 that <br /> the Finance Committee would have to find. <br /> Kevin is recommending a debt exclusion of $330,000. He noted that the <br /> money from this debt exclusion override would be directed to the School, Fire <br /> Department, Police and Chapter 90 monies. Each department is aware of the <br /> ramifications of such an override and they are pulling together. Kevin felt <br /> this would be an option to prevent factions from fighting. The omnibus will <br /> be postponed to the second night and perhaps the passage of a debt exclusion <br /> option will avoid battles. <br /> The Finance Committee by unanimous vote of all present agreed to the <br /> following changes in the omnibus they had previously recommended. <br /> Reduce the Pensivion Reserve $5,000 <br /> Add $1,000 to the Town Accountant's Budget <br />
