Mr. Reagan noted that the <br /> bank would remain in their condominium which would leave 18,000 sq. ft. available <br /> for town offices. He noted that this was adequate space and it could be considered <br /> an investment for the Town. He further stated that one of the abutters to the <br /> property was willing to consider a deal for access. Chairman Vaccaro stated <br /> that if they were serious about this proposal all they needed was a petition and <br /> 10 signatures to have the proposal appear on the Town Meeting Warrant. The <br /> Finance Committee would give their opinion/support at that point. The Executive <br /> Secretary, Kevin Harrington, asked that Mr. Reagan and Mr. Polsi have their <br /> contact person call him and he would gladly look into this matter. Kevin also <br /> encouraged them to get this proposal on a petition for the next Town Meeting <br /> noting that the concept was a good one and should be presented to entire Town <br /> Meeting. <br /> Patrick Coffey of the Planning Board joined the meeting to address the <br /> purchase of a computer that would be shared by both the Planning Board and the <br /> Town Planner. Patrick was requesting that the money come from current expense <br /> money combined from the two departments and additional funds from the <br /> Consulting and Engineering account for computer training. Jim stated that he <br /> has been informed that the Consulting money can not be used for computer training. <br /> Patrick stated the costs to be as follows: <br /> $2,600 equipment <br /> 1,000 software <br /> 500 training <br /> $4,100 <br /> He noted that there is $3,700 available in expenses. Chairman Vaccaro noted that <br /> this is not a Finance Committee responsibility and that it was necessary for him <br /> to deal with the Executive Secretary to combine expenses to buy the computer. <br /> Kevin Harrington addressed the Committee regarding the Request for Transfer <br /> for $39,000 for Legal, Engineering & Consulting, He noted that the present <br /> balance of the account is $5,543.12 and the funds are requested due to the <br /> extent of pending litigation. He informed members that there are 32 pending <br /> cases and some of them are extremely complex. He noted that the tremendous <br /> amount of litigation may be due to the fact that there is no on-site counsel. <br /> lie noted that he will recommend such for FY 92. John Ferriday motioned that <br /> the Finance Committee approve the $39,000. This motion was seconded by <br /> Carole Dunivan and was carried unanimously. <br /> Anne Shaw, Treasurer/Tax Collector informed the Committee that Mashpee <br /> had received a "Self-Help" grant in the amount of $1,000,000. She noted that <br /> this must be paid back September 28th. It has been placed in a Certificate <br /> of Deposit and should earn $5,000 for the Town. <br /> Kevin Harrington informed the members that a Beach Superintendent will be <br /> hired on Monday and he would have a Personal Service Contract. The Finance <br /> Committee has stated on many occasions that they are opposed to these contracts <br /> and they do not recognize them. They have informed the Selectmen of their <br /> position. The money for this position was in the Leisure Service budget for <br /> $10 per hour for a 40-hr. week for 12 weeks. The Finance Committee was not <br />
