Finance Committee Minutes
August 6, 1990
Page 3.
Members left the joint Selectmen's meeting and reconvened the Finance
Committee meeting. Carl stated that he believed the school should be warned
that the $100,000-$250,000 estimated tuition deficit may have to come out of
the school budget. Carl is meeting with the School Committee on August 7th.
Members agreed that Carl should express the Finance Committee's "concern"
and state that the money is not available. They should be put on guard that
they may have to find the money in their existing budget. Demoura has admitted
that he did not use the proper numbers to arrive at the tuition figure thus
causing the deficit. He has stated that it will be at least $100,000.
Jim gave each member a worksheet stating how much money the department
they are monitoring returned. Jim suggested they meet with the departments
and ask about the the funds that were returned. He noted that it just may
be the case that departments were trying to save money.
The Mashpee Taxpayers' Association, Dick Terry, has volunteered to do any
research that the Finance Committee would like. Jim noted that this would be
a complex and emotional year with decreased personnel. Jim noted that Finance
Committee members will need to guide their assigned departments in their
budget presentations. He stressed that the Committee, will rely on the liaisons
and the Taxpayers' Association will help with the research of data. Jim
distributed a copy of some research they have already completed on per capita
expenses. This research which compared per capita expenses with two .other
Cape towns illustrated a "frightening" debt figure. Jim stated that the
comparison graph did not reflect the money we got back from the transfer station
so the DPW/Trash figure should really be about $125.
i
Comparison of Per Capita Expenses
Average Amount - FY91
SII Average Amount
$3,000
$2,500
$2,000
i
$1,500
$1.000
$500
$o r,
!i
Schools Fire DPW/Trash Debt
Bourne $671 $94 $69 $652
Harwich $714 $134 $97 $932
Mashpee $750 $120 $145 $2.609
Departments
® Bourne Harwich Mashpee
Mashpee-Finan c a committee
August, 1991
it
