Finance Committee <br /> March 29, 1990 <br /> page 2. <br /> Pam demanded to know if the Finance Committee would support her article for this <br /> position and the Chairman informed her that the committee to date has not <br /> made any official recommendations on articles. $33,270 has been set aside to <br /> fund articles. Pam informed all present that she wanted to go on record as <br /> stating that she needed this part-time position to get the bills out, and if she <br /> is one month late it will cost the town $40,000! <br /> Tom Fudala, the Town Planner addressed the Finance .Committee about the additional <br /> cut of $18,770 the committee had recommended to Kevin's recommendation. He <br /> demanded that the committee tell him where to effect these cuts, and demanded to <br /> know where the Finance Committee had put the money. He stated that the figures <br /> given for his budget were ridiculous and questioned how do you fire i a person. <br /> He noted that he had received the largest % cut of any budget and felt it was <br /> not justified especially in view of the passage of the Cape Cod Commission Act. <br /> It was the worst possible time to cut planning staff. Fudala stated that the <br /> money to fund his budget should come from the FinCom Reserve and $1,000 from <br /> the Town Accountant's wage account. Bill Jones a Mashpee resident expressed his <br /> belief that the Finance Committee had made a very short-sighted cut and <br /> Selectman Jacobson noted that she could see a real need for this department <br /> and that some more work should be done on this budget. Chairman Dolan stated <br /> that it was the consensus of the Finance Committee that 2'2 people could <br /> adequately run this department. Fudala vowed to fight on town meeting floor. <br /> A member of the Planning Board asked to addressed the Board budget of <br /> $16,500. The consulting fees had been cut from this budget. The Finance <br /> Committee felt that this Board should use the funds in the Selectmen's Legal <br /> Engineering & Consulting Account for their consulting needs. Ed noted that the <br /> money is still available to them however it is under the control of the <br /> Selectmen. The Selectmen in attendance were in agreement that there should only <br /> be one account for this purpose and they would consider requests from the Board. <br /> It was felt that one account would avoid duplication of services. <br /> The Sewer Commission budget was addressed also by Tom Fudala. His <br /> original request was for $25,000. The Finance Committee has recommended <br /> $1,000 for this account. Again Chairman Dolan stated that most of the money <br /> that the Sewer Commission had requested was for legal and engineering <br /> and all requests for these monies should go to the Selectmen's account for this <br /> purpose. <br /> Chairman Dolan abstained from the presentation of the Leisure Services <br /> budget and member Vaccaro presented the figure of $110,359 as the total for <br /> this budget. There were no questions or discussions about the budget by <br /> those present. <br /> Anne Shaw the Tax Collector next addressed the meeting. She noted that <br /> her original budget request was $162,543 and the Finance Committee is <br /> recommending $144,094. She stated that she has already given up the lock box <br /> for $15,000 which would have increased the cash flow for the town. The <br /> Finance Committee had cut her overtime wages and then announced she could have <br /> $1,000. Although she is an elected official she stated that she felt that she <br /> had a verbal agreement with the Finance Committee regarding increases to her <br /> salary and she feels she is entitled to a step. Ed stated that he could only <br /> recommend the 29 for her as he is for all town employees and she does not fall in <br /> to any set plan of steps. <br />
