Deidre Greelish wondered why'the'10DDA budget cut for the department mentioned
the reduction of +theiadminidtratiVeias-aistant s over-time by two hours per
...week.- The department has?.two clerks plus,'an,ladministrative assistant.
Al Polars indicated that tbe `police, as well as the Fire Department, have
. 'a 'considerableIamount offjover-t°ime.4 The Fire Department has the greatest
amount,:with'the<Police' Department ekt:' J'
Ed,Baker discussed-the.. question'that.needs..to be answered. What do you want
to 'maintain " a basic service .to the- town.` At present, there are three
cruisers, one manper cruiser, that travel the town 24 hours each day. There
is also a-shift supervisor and a fifth officer floating around. What does
the town really need? Could it be reduced to two cruisers during daylight
hours and early evening, and increased to three cruisers during the grave
yard shift? Ed submits 'to you that three cruisers on the road in.a 26 square
mile town is;too much. Therestill needs to, be somebody for backup. We
need to come up with the right staffing; and then possibly look at the budget '
a little differently and come up with recommendations in general terms as to
what the budget,should be.`
Dan Goggin questioned what would happen if the Finance,Committee decided that
only^two, cruiaers were needed instead of three?
Deidre .asks membei6 to draw their' attention.to page ✓2 of his impact statement
in Budget,A.".It indicates that he would reduce vacation and sick coverage
by maintaining a minimum of three officers„ on 3 P.M. -,_11 P.M. shift and two
officers on the 7 A.M 3 .P.M. ,shift,..18 weeks -of,,the year. Deidre suggests
that, we say, to' him, given these, perameters .all, year'round, *for the slow months
.give us two cruisers with one officer on duty back at the desk. .
Deidre also inquired about the success rate of the ,.police officers in court.
How many cases are they dealing with and how many, times are they,..- ,
appear at the court house? Do their cases hold up in court? Is 'it' worth'th@
time?
Denise 'asked`whether there was one police officer only responsible for court
appearances. c ,
Members answered that the officer who files the police report initially is
expected':to appear in court as 'a witness. {, a
Tony then suggested that ,the salary account may need to be out.
Dan also%suggested that there, only betwo cruisers in a 24 hour period, 'or w
even an 18 hour period. He also inquired as to what would happen .if we, had
a Fire Department'without an ambulance-service.
Deidre answered that ambulance service, on average, was used three times daily. ,
Dan states that we'are then asking Tony to go back and request a reduced,
service budget. ;
Ed mentioned that with fewer cruisers, there would also be less gasoline
usage and less firearms training:
x -2= r
r N
t
