MASHPEE FINANCE -COMMITTEE MEETING MINUTES
FEBRUARY 23 , 1993
MEETING COMMENCED AT 7:00 PM
Members Present: Deirdre Greelish, Chairperson; Dan Goggin, Vice
Chairperson; John Ferriday; Ed Baker; Denise Sullivan; Tony Gallo
and Roger Dunivan.
Ed Baker MOTIONED to accept the Minutes of February 9, 1993 . Dan
Goggin seconded the motion and members voted in acceptance of the
Minutes 4-0; Denise Sullivan, Tony Gallo and Roger Dunivan
abstaining.
MINUTES
Finance Committee members discussed the annual report, which
Deirdre Greelish drafted for the calendar year 1992, which will be
issued to the Board of Selectmen and the citizens of Mashpee.
Members agreed that it read well and it should be sent. Members
also discussed a packet which Ms. Greelish prepared, which
consisted of FY94 Finance Committee Budget worksheet, a list of
insured vehicles as of 2/23/93 prepared by Finance Committee,
Mashpee Debt schedule 1993-2003 , and a revenue statement as of
1/31/93 prepared by Diane Rommelmeyer.
Members discussed the new Ambulance fees for the town. The town
will be charging $125 for a trip to the hospital and $5.00 for each
mile to the hospital . The committee mentioned the use of these
fees for paying for the expenses that go along with the ambulances,
eg. the clerk, the drivers, repairs, etc. Right now the fees go
into a Reserve Receipts Account which will in approximately five
years purchase a new ambulance. Mr. Baker felt that the town
should have looked at the cost of a new ambulance and the cost of
total operation and then decide on the new fees.
Roger Dunivan mentioned that we do need to come up with a f ive year
capital plan. Deirdre stated that we need to review the cost of
money it will take to replace a vehicle that the town owns and then
it would be up to the Board of Selectmen to decide on how much to
put aside. Roger mentioned that it would save the town money if we
recommend $250,000 for capital replacement. We need to get some
feedback from the Board of Selectmen. Deirdre asked whether the
committee wished to have a joint session with the Board of
Selectmen. Yes they decided that the second week in March they
would be invited to meet with the Finance Committee. Dan Goggin
mentioned that each liaison should go back to their own departments
and refine the town vehicle list, but at least $250,000 needs to be
set aside for capital replacement. Roger Dunivan mentioned having
one mechanic for all of the town vehicles. Ed Baker mentioned that
we have a mechanic for the Department of Public Works. We have one
for the police and fire departments also. Mr. Dunivan mentioned
