Page 2 <br /> reiterated that if you are going to use that formula for figuring <br /> the school's budget, then the committee better know the exact <br /> number of students. Ed also stated that we need to find out the <br /> amount of money the school department gets from state and federal <br /> aid. Deirdre stated that she would consider using the state <br /> average as a f loor. She also mentioned that they could get <br /> information from Diane Rommelmeyer. Ed stated that he felt the <br /> committee would get a more accurate number if we went through Dr. <br /> DeMoura for the application of the funds from the aid. John <br /> Ferriday asked the FinComm for exact questions to ask Dr. DeMoura, <br /> exactly what the committee wants to know, in order to agree on a <br /> budget. The three things the committee decided on was 1. how much <br /> direct state aid and federal aid does the school department get, 2. <br /> what is it applicable to with constraints on aid; and 3 . does it <br /> cover total costs of the programs. Roger Dunivan MOTIONED that <br /> discussion of the school budget be suspended until the liaison gets <br /> the above information and the exact number of students projected <br /> for enrollment. Mr. Gallo seconded the motion and members voted <br /> two accepting and 4 dissenting. Mr. Baker again asked Mr. Ferriday <br /> to ask Dr. DeMoura the total number of students for each grade with <br /> emphasis on kindergarten. Mr. Greelish stated that the committee <br /> will be going at the budget with a broad perspective and that it <br /> would be impossible to go line item. Members agreed. At this <br /> time, members agreed to put of speaking about the school's budget <br /> until a later time. <br /> POLICE BUDGET <br /> Roger Dunivan is the liaison for the police department. He would <br /> like to recommend that the committee drop the mechanic from the <br /> budget and also one police cruiser. He is going to speak to the <br /> executive secretary and get a reconciliation from him of what is <br /> going on, $29,000 was put into the Department of Public Work's <br /> Department for the mechanic. 'Mr. Baker questioned why the <br /> dispatchers are worth over $200,000 with their regular hours and <br /> overtime, but the Board of Selectmen are only funding them <br /> $176. 000. By underfunding the dispatchers, ate they funding three <br /> new half time special officers? Deirdre mentioned that they are <br /> putting the animal control officer on full time as a special police <br /> officer. Ed stated that he did not agree with the Board of <br /> Selectmen's budget. He stated that if in fact the Board of <br /> Selectmen have made a conscious effort to reduce the dispatcher's <br /> salary to $176,000, then the savings should be put into the general <br /> fund. Ed stated that he would also like Roger to get a breakdown <br /> of the dispatcher's line item of $176,000, and if it is correct it <br /> be placed in the general fund, rather than funding three special <br /> officers. Roger stated that he would get this information for Ed <br /> and also get a report back to the committee on overtime. Tony <br /> Gallo mentioned that if the police department used these special <br /> officers for some overtime work rather than using regular salaried <br /> officers, it would save the town some money. Members spoke about <br /> training and the fact that officers are paid overtime for that. <br />
