Page 2
Mr. Goggin also informed the Committee that he had spoke to Mr.
Whritenour about the 2% which the Finance Committee wished to take
out of the budgets. Mr. Whritenour stated that it would be
inappropriate for the Finance Committee to deduct 2% but should
leave it in. The Executive Secretary's recommendation to the
Selectmen would include the 2%.
Ms. Sullivan spoke with Joanne Ferragamo in regard to the Chairman
doing a show on behalf of the Finance Committee. She told Ms.
Sullivan that she was very busy and does not do the show anymore.
Mr. Dunivan mentioned to the Committee that Betty Phillips,
Principal , Mashpee Middle School, has been fired and is now going
to sue the Town, the Superintendent and the Union.
Ms. Greelish prepared a document which she entitled "Affect of
Contract Negotiations on Salary Increases FY94-FY-95 Including PAP
Example of 2/2 Increase in FY95. " She gave each member a copy for
their records. The document explains that a DPW Union Employee, a
Clerical Union Employee and a PAP Employee can vary greatly with
their salary increases. The document shows the DPW employee
getting a 9 1/2% increase over a year's period; but the Clerical
employee getting only a 4% increase. Mr. Goggin noted that it was
possible for some employees to get a 12% or better increase. He
would like to see that the document is sent with a cover letter to
the Board of Selectmen. Deirdre stated that she would prepare a
memo as well as making small revisions to the document and send it
to the Selectmen. Mr. Goggin also felt that the newspapers should
receive this information. The Committee all agreed that this was
a well prepared document and that it should be sent. Ms. Greelish
mentioned that she would like to add FY96 to the document. Mr.
Goggin then asked if the Committee needed to show all three groups.
Ms. King felt that the Committee should not solely pick on the PAP.
It was her feelings that the PAP was just trying to keep up with
the Unions. She felt that the Unions should definitely appear.
Mr. Dunivan stated that this was a problem last year, and that the
Finance Committee again is being excluded. Mr. Goggin asked the
Committee what they felt was the whole purpose of sending this
document? Ms. Greelish stated that the Committee should be trying
to inform the Board of Selectmen, as well as the public, what these
contracts actually cost. She felt that it should be acknowledged
that the Step increases in the PAP are in fact raises. It was then
agreed that Roger Dunivan would prepare the narrative (memo) and
Ms. Greelish would revise the document and the Committee would
review it next meeting before sending.
FINANCE COMMITTEE RECOMMENDATIONS
Please note for the record that these salary recommendations by the
• Finance Committee are only preliminary recommendations and their
recommendations will not be finalized until the whole budget is
voted on in its entirety.
