Mashpee Personnel Board
Minutes of December 6, 1982 Page 2
• Dog Officer/Natural Resource Officer, cont.
Arthur Neill, has been sent an application form to be filled out and signed. Upon
receipt of the form, references will be checked. The Board members were in agree-
ment that David Fitzgerald should not be re-interviewed. Curtis requested that
consideration be given to another applicant, Deborra Immar, as he felt that her
police experience qualifies her.
Library Applicants
The secretary informed the Board that the Library Truestees requested the librarian
applications for review and that the Librarian, Gloria Selander, had indicated to
her that the Trustees would like to interview the applicants sooner than Dec. 20th.
The secretary requested that a letter to that effect be put in writing to the Board.
1983 Budgets
A memo from the Board of Selectmen advising the Personnel Board that the growth fac-
tor for the Town has been determined to be at least twenty-two million dollars. Con-
cerns for this year's appropriations to be reduced or a proposition 22 override ques-
tion have been eliminated. Discussion was made on the cost of living percentage for
employees under the P.A.P.
Holiday Turkey
Dave Hardy made a motion to send a memo to the Board of Selectmen asking them what the
feasibility is of providing a December 25 Holiday turkey to all town employees. He
said that it would be good for the morale of the employees. Curtis Woodbury seconded
the motion. All members present were in favor.
• Holiday Pay
In a letter from Attorney Gilman dated December 3, 1982, an interpretation of the
clause under the Highway Contract for Holiday pay was given when an employee is out
sick. He said that the town could be flexible in their decision to pay an employee
emphasizing that past practice would way strongly.
P.A.P.
All members were given a copy of the changes that were discussed for the P.A.P. They
were asked by the secretary to review it for their meeting next week with the Select-
men and Attorney Gilman.
Clerical Survey
The secretary mentioned that she received a questionnaire to be filled out regarding
the clerical survey being done as the position of Personnel secretary is being in-
cluded in the study. Curtis said that he felt that Bob should fill it out. The com-
pleted forms from all employees and supervisors must be returned to the Selectmen's
office no later than noon on Wednesday, December 15.
At this point in the meeting, Dave Hardy stepped out to attend a Charter Commission
meeting.
Call Firefighter
The question was raised by Chief Priestly if the Board would consider paying a call
firefighter for one hour's time when called in. He explained that there were two
• instances where John Malone was called in and paid z hours pay. In the Chief's
opinion, Mr. Malone is a very dedicated man and to pay him for 1z hour was an insult.
Evidentally, Mr. Malone turned the check back in to the town creating a lot of paper-
work. The Chief pointed out that Mr. Malone is not reimbursed for his travel expenses
on a call in. Curtis requested that the matter be tabled until the meeting of next
week as the Board did not have a quorum at this point.
