PERSONNEL BOARD <br /> • MINUTES OF NOVEMBER 29, 1982 <br /> MASHPEE TOWN HALL <br /> The following members of the Personnel Board were present for the meeting: <br /> Robert Sullivan, Chairman, Caroline Gilligan, Curtis Woodbury and Manuel <br /> Glickman. <br /> Minutes of Personnel Board <br /> - <br /> Curtis Woodbury made a motion to accept the Personnel minutes of November 15, <br /> 1982. Manuel Glickman seconded the motion. All present were in favor. <br /> Education Fund <br /> In a memo dated November 15, 1982 from the Executive Secretary, a request was <br /> made for the Personnel Board's opinion to use educational funds under its con- <br /> trol to conduct a training program, which would be entitled: "Improving Local <br /> Government Productivity". <br /> Joe Murphy explained to the Personnel Board that last year he ran a program for <br /> Department Heads and paid for the program out of his Expense Account. This year <br /> his expense account cannot afford it. He told the Board that the course must be <br /> paid for before it is offered. <br /> • Bob asked if there would be an instructor to teach the course? • Joe told the <br /> Board that the program is authored by the International City Management Associa- <br /> tion and that he would act as a facilitator. <br /> Caroline asked how many people attended the course held last year? Joe replied <br /> that there were five -- the Superintendent of Streets, Town Accountant, Chief of <br /> Police and Fire Chief and Treasurer -- explaining that those chosen had the bulk <br /> of employees under their control. <br /> Caroline asked if the course worked? Joe commented that it was hard to say as it <br /> is not easy to identify the results. <br /> Caroline made reference to an employee in the Treasurer's office. Joe explained <br /> that there was a troublesome situation with an employee who was sent to detox and <br /> received effective treatment. At one time, the Treasurer would not have recommended <br /> a step increase for the employee; however, since he has been out of detox, his per- <br /> formance has been quite favorable in the Treasurers opinion. Joe commented that if <br /> the course had helped in- one- area, it was worth the money to operate. <br /> Bob asked what the cost of the course was? Joe replied that it was $350 in total <br /> which included any amount of people. Bob asked how long it went? Joe said that <br /> it ran for eight afternoons with three-hour sessions each afternoon. Manuel asked <br /> if it was held on town time? Joe replied "yes.' Manuel asked if the employees <br /> would be willing to contribute a<token fee in order to get people really interested <br /> in taking the course and not someone that would leave in six months time. Joe said <br /> that he could not respond as he has not approached anyone about the course .to date <br /> • as he wanted the Personnel Board's opinion first on the expenditure of funds. <br /> Curtis asked how the attendance was with the other course given? Joe said that it <br /> was good. Caroline asked. when an employee did not show up, did they stay at their <br /> job? Joe replied that he assumed they did. . He explained that since the course was <br /> given three employees were no longer employed by the town with two remaining. <br />
