Personnel Board <br /> Minutes of November 29, 1982 Page 2 <br /> • Education Fund, cont. <br /> Bob asked who were the people he had in mind for this course? Joe said that one <br /> thought was to have the Fire, -Police, Highway, Treasurer and Recreation Depart- <br /> ments and another thought was to identify a specific department and take depart- <br /> ment heads and mid-level managers. <br /> Caroline asked if he would include the Selectmen? Joe said that they would not <br /> be included as they are not responsible with direct supervision of personnel. <br /> Manuel asked how many employees would be included all total. Joe said that it <br /> could not handle more than six or seven. Manuel asked if there would be home- <br /> work? Joe replied that with the last course, they did have homework explaining <br /> that they were given specific types of problem solving and they had to identify <br /> solutions. He commented that he did feel there is a necessity for homework. <br /> Manuel asked who would recommend the people to take the course? Joe replied that <br /> if they were dealing with Department Heads, the Selectmen would do the recommend- <br /> ing and if dealing with mid-level Managers, then the Department Heads would deter- <br /> mine who would take the course. <br /> Curtis asked who would be mid-level? Joe mention as examples -- the Shift Comman- <br /> ders at the Fire Station, Foreman at the Highway Dept. , Sergeants at. the Police <br /> Station. .. - <br /> Curtis asked about the plus or minus notation in Joe's memo? Joe said that it <br /> • referred to the cost which would depend on the number of people taking the course. <br /> Manuel asked Joe if he would be willing to contribute a certain percentage from <br /> his budget to cover the cost of the course? Joe replied "yes" and "no". On the <br /> course in question, Joe said that he would not as he expects to offer a program <br /> with Governmental Finance to the Accountant's office and Treasurer's office. <br /> Caroline asked if there would be a certificate of accomplishment given to the <br /> employee? Joe replied provided the final exam is completed, a certificate of com- <br /> pletion would be received by the employee which could go into the employee's per- <br /> sonnel file. <br /> Manuel asked if there was a minimum amount of time that the employee must have <br /> worked for the town? Joe replied that it could be an eligibility criteria; how- <br /> ever, mentioned that the Highway Department needs improvement in productivity and <br /> that the Superintendent of Streets would not be included if that was made one of <br /> the cirteria. <br /> Manuel asked why the Superintendent of Streets would be hired if not qualified? Joe <br /> explained that Ernie Virgilio's background has been in the private sector on a non- <br /> union basis. The program would be of assistance to him. Caroline asked how he is <br /> performing? Joe replied that he is performing well. <br /> Bob asked if the course could be budgeted for next year and if the Board could be <br /> contacted six months in advance on the amount of employees which would take it? Bob <br /> • commented that he felt it was a good thing. Curtis asked if it could wait until <br /> the fiscal year? Joe said that he would like to offer the course in the winter and <br /> not in the summer as it was busy in the summer months. <br /> Bob requested guidelines to review. Joe said that he would prepare a proposal stat- <br /> ing who would be involved and what would be done and then he would ask for a specific <br /> dollar. <br />
