MASHPEE TOWN HALL PERSONNEL BOARD MEETING - • MINUTES OF NOVEMBER 15, 1982 The following members of the Personnel Board were present for the meeting: Robert Sullivan, Chairman, Caroline Gilligan, Curtis Woodbury, David Hardy and Manuel Glickman. Chairman Sullivan convened the meeting at 6:00 p.m. Acceptance of Minutes - David Hardy made a motion to accept the minutes of November 8, 1982. Manuel Glickman seconded the motion. All present were in favor. Paramedic Re-certification A question was raised by Chief Priestly regarding the overtime pay for fire- fighters attending school for re-certification as paramedics while off duty. Article XXIII of the contract states that employees shall receive their hourly rate of pay (straight time) while attending EMT re-certification courses and training while on off duty time. While the contract does not specifically state that employees shall receive similar pay for paramedic re-certification, it was the opinion of the Personnel Board, as well as the Executive Secretary, to pay the firefighters their hourly rate of pay (straight time) when attending ,Paramedic re-certification courses provided that they have the money in the budget. Bob asked the secretary to advise the Executive Secretary that the Personnel Board • feels that the contract should include language to cover Paramedic re-certification. Re-advertising Dog Officer/Natural Resource Officer In a memo dated November 10, 1982, from the Executive Secretary, the Personnel Board is notified that the Board of Selectmen did not hire David Sharpe as Dog Officer/Natural Resource Officer for medical reasons. The Selectmen have re- quested that the position be re-advertised. Request for Clerical Help In a memo from Ernie Virgilio, the Superintendent of Street, he is requesting to continue with the clerical assistance of Amelia Mosley for an additional four hours on November 15 while his secretary, Helen Green, is delayed coming back from her vacation. The Board approved this action provided the money is in the budget. Sick Time for Oliver Pocknett The Board is advised that Oliver Pocknett has been out sick since November 1, 1982 and that a doctor's certificate for sick leave will be submitted as soon as possi- ble. Request for Change in Positions During the vacation time of Burley Greene from 11/12/82 through 11/26/82, the Highway Superintendent is requesting that Horace Pocknett be moved up to position of Foreman and that Errol Hicks be moved up to the position of Heavy Equipment Operator. The Board approved this action. • Buy-Back Request A request was received from Bradford Fish for the town to buy-back eight (8) vaca- tion days and to be submitted on the payroll check dated December 3, 1982. The records were checked and verified that eight (8) days will be due Mr. Fish as .of 11/30/82. Proper correspondence will be sent to the Town Accountant and Treasurer. Manuel said that he felt that buy back allowances shouldn't be as it effects what has been budgetted for the year.
