Personnel Board Meeting - <br /> Minutes of November 15, 1982 Page 2 <br /> • Board Secretary to Public Works Committee <br /> The Public Works Committee has had two temporary fill ins: Grace Erdman and <br /> Joyce Mason. To date, Joyce Mason is the only town employee who seemed to <br /> indicate that she was interested in the position. Dave suggested checking <br /> with Amy Mosley; however, Bob suggested re-posting it for another week. <br /> Manuel asked what newspapers the town usually advertises in. The secretary <br /> told him that ads are placed in the Cape Cod Times and Falmouth Enterprise for <br /> most positions. Bob mentioned that ads have been place in the Globe for depart- <br /> ment head positions. Dave suggested advertising in the Penny Saver as he felt <br /> it covered a wide area. <br /> Recreation Aide Request <br /> In a memo dated November. 10, 1982, the Personnel Board is advised by the Execu- <br /> tive Secretary that the Board of Selectmen are reluctant at this time to create <br /> any new positions. As a result, they do not want to create the position of <br /> Recreation Aide and are desirous of maintaining the status quo in terms of pay- <br /> ing from the Expense Account the services of a person who would have the same <br /> responsibility as a Recreation Aide. <br /> Meeting with Library Trustees <br /> Toni Robertson, Ann Fitzgerald and Arnold Swenson, along with the Librarian, <br /> Gloria Selander, met with the Personnel Board to discuss the opening which re- <br /> sulted upon the resignation of the Librarian to be effective on January 1, 1983. <br /> Concerns of the Trustees were discussed regarding salary, fringe benefits and <br /> • whether or not the position of Librarian should be removed from the P.A.P. Bob <br /> informed the Trustees that in talking with the Executive Secretary, according <br /> to the new law, the Trustees can set the salary as long as the funds have been <br /> appropriated to cover the amount and that the fringe benefits could be increased <br /> in the area of Health Insurance as well as the position being taken out of the <br /> P.A.P. Toni Robertson indicated that she would like the Personnel Board to con- <br /> tinue keeping track of the records as well as doing the advertising. Bob said <br /> that the Personnel Board will do the advertising, however, he would like- the <br /> Trustees present during the interviewing process. Curtis Woodbury asked why the <br /> month delay in notifying the Personnel .Board of the resignation when the Trustees <br /> received it on October 4. Toni Robertson said that the Trustees had been working <br /> on the job description for two meetings. Curtis then asked why the Trustees feel <br /> that the position should not be included in the P.A.P. Toni Robertson said that <br /> they feel the position of''Librarian should not be classified with clerks and <br /> secretarial positions and that it was a different level position from what it was <br /> grouped with. Curtis informed the Trustees that Department Heads are included in <br /> the P.A.P. He asked why they .are requesting that a MLS degree be needed? Toni <br /> Robertson said that they included that because they were not sure who would be do- <br /> ing the advertising. Gloria Selander commented that under the P.A.P.., a person <br /> could strike and bargain and that a Librarian works :under the Board of Trustees.. <br /> She commented that they have a worker not covered by the P.A.P. referring to the <br /> part-time library aide with ten hours or less a week. Gloria said that she felt <br /> an administrator should be on the management side of the table. She. said that <br /> she believes Town Counsel would move the position of Librarian out of the P.A.P. <br /> • Curtis asked about Chapter 151E and what it pertained to? Toni Robertson said that <br /> it is a law which governs forming a Union. <br /> Manuel asked if the Trustees had an application form with questions on it which <br /> pertain to Librarians? Toni Robertson said that they do not have such a form as it <br /> is something which the Personnel Board always handled. <br />
