• PERSONNEL BOARD MEETING <br /> MINUTES OF OCTOBER 25, 1982 <br /> MASHPEE TOWN HALL <br /> The following members of the Personnel Board were present for the meeting: Chairman <br /> Robert Sullivan, Caroline Gilligan, Curtis Woodbury, David Hardy and Manuel Glickman. <br /> Chm. Sullivan convened the meeting at 6:00 p.m. <br /> Acceptance of Personnel Minutes <br /> Curtis Woodbury made a motion to accept the minutes of October 18, 1982. Caroline <br /> Gilligan seconded the motion. All present were in favor. <br /> Meeting with the Selectmen and the Executive Secretary <br /> Sel. Thomas explained that the reason they were meeting with the Personnel Board was <br /> because of a letter from Attorney Gilman suggesting that they do so. She said that it <br /> is confusing to have the Personnel Board doing some of the interpretations of the con- <br /> tracts. Attorney Gilman felt that it would be done best by the Selectmen. <br /> Caroline asked why he didn't come? <br /> Sel. Garland responded that he couldn't answer that. <br /> • Curtis asked why didn't the firefighters go to the Board of Selectmen instead of the <br /> Personnel Board? <br /> Sel. Thomas explained that the whole issue came to light after the vacation request <br /> issue. <br /> Sel. Garland said that one of the problems is that people feel they can run all over <br /> the place and talk to anybody. He told the Board how an individual unloaded a problem <br /> on them in an inappropriate place when it should have gone to the Department Head. The <br /> employees of the town are used to going to any number of people voicing their comments <br /> and suggestions. <br /> Curtis asked if the firefighters followed the chain of command? <br /> Sel. Garland replied that that particular incident was referred to the Personnel Board <br /> because of the response of the opinion rendered by the Personnel Board. <br /> Curtis replied that the original problem should not have come before the Board. <br /> The Executive Secretary told the Personnel Board that there is a problem with transition. <br /> The new contract states that the Board of Selectmen is the next party and in the past, it <br /> had been the Personnel Board and then the Board of Selectmen. The new contract has been <br /> approved but not totally ratified at the time of the vacation issue. Firefighters did <br /> not know where to go. They went to the Personnel Board because it was the Personnel Board <br /> • who acted on the situation. <br /> Dave asked if the Board of Selectmen designate authority? <br /> The Executive Secretary replied to a certain degree mentioning the area of collective <br /> bargaining. He told the Board that they acted properly when they made their decision to <br />
