Minutes of Personnel Board <br /> October 25, 1982 Page 6 <br /> Meeting with the Selectmen and the Executive Secretary, cont. <br /> Manuel said that in the future, employees should deal with supervisors first. <br /> Sel. Garland said that he was right as in the past everybody ran to everybody. <br /> Bob asked the Selectmen if they ever stepped in and settled a discipline problem? <br /> Sel. Garland replied that they have not stepped in in that sense. He mentioned that <br /> most of the problems evolve around finances mentioning that the Fire Department wants <br /> a number of new men. He said that they recognize that it is a good move but the town <br /> could not finance such a move. <br /> Bob mentioned the lottery at the Fire Department with specific dates and times. <br /> Sel. Thomas said that it was not up to them as they would be interferring with the de- <br /> partment if they were to get into that. <br /> Curtis made reference to the request made by Chief Frye for educational, monies and how <br /> he appreciated the Board of Selectmen backing the Personnel Board in their decision. He <br /> also made reference to the article which the Personnel Board submitted for the Highway <br /> Department security and thanked the Selectmen for supporting the Board. <br /> Sel. Garland commented that right .now with the trucks going home it is the least expen- <br /> sive way to do it as he recalled about batteries being stolen and holes punctured in gas <br /> • tanks. <br /> Bob commented about the Pest Control truck sitting in the yard of George Ryan. He also <br /> asked if the town is paying for the gas for people to ride here and there. <br /> Sel. Thomas said that they will start to see an improvement. <br /> Sel. Garland said that memos are appreciated. <br /> Manuel said that he felt that what the Personnel Board is allowed to do should be broken <br /> down into two segments -- one listing what they are authorized to do and the other list- <br /> ing what they are allowed to trouble shoot. <br /> Dave commented that the Board is working towards the same end. <br /> Curtis said that he liked Manuel's suggestion. <br /> Sel. Garland commented that it is coupled with interpretation and administration. <br /> Bob said that he felt the Selectmen have the authority along with Atty. Gilman to inter- <br /> pret the language the way they want. <br /> The Executive Secretary recommended that the Personnel Board request the Selectmen to <br /> contact Atty. Gilman for interpretation of the P.A.P. language. <br /> Bob said that it is not clear if the P.A.P. is within their realm. <br /> • Manuel said that it becomes confusing and asked if the Board had the right to contact <br /> the attorney? <br />
