Minutes of Personnel Board - <br /> October 25, 1982 Page 5 <br /> • Meeting with the Selectmen and the Executive. Secretary, cont. <br /> Caroline made reference to the Town of Falmouth and how no time can be taken up <br /> front with pay. <br /> Sel. Garland said that the new contract will now read that time accumulated by July 1 <br /> must be taken that year. <br /> Sel. Thomas commented that now they have had fair warning. <br /> Sel. Garland said it bothers him about rumors. He made reference to the patrolman <br /> requesting unearned vacation time and how they sat down and worked out an alternate <br /> compromise by suggesting a personal day and one extra day without pay. Then the change <br /> came about to allow past practices to continue until July 1, 1983 and then- there is an <br /> agreement that all past practice will cease. It was the opinion of Atty. Gilman that <br /> you may achieve far more in the long run by doing it this way. <br /> The Executive Secretary said that it will be something that will not have to be talked <br /> about in negotiations next time. <br /> Caroline asked about the other contracts? <br /> The Executive Secretary said that it will be a long process and that the whole issue of <br /> the clerical contract was clouded as they wanted it similar to the Highway contract., He <br /> said that the change won't happen overnight and that there is no reason why the P.A.P. <br /> • cannot act as the lead mentioning that Attorney Gilman could draft some language for the <br /> P.A.P. <br /> Dave asked about the approval of requests for time? <br /> The Executive Secretary said that the approval of request for time is an administering <br /> role and that if an employee had the time, the Personnel Board could approve it. <br /> Dave said that he felt they need guidelines. <br /> Sel. Garland said that one is administrative role and the other is an interperative role. <br /> Caroline asked if some of the problems lay with the Department Heads? <br /> Sel. Garland replied "definitely". <br /> Caroline commented that the Department Heads should lay down the rules. <br /> Sel. Thomas said that the Police and Fire Chiefs can make many of the decisions in her <br /> opinion. <br /> The Executive Secretary made reference to the Bevaqua grievance which should not have <br /> come over here commenting that 90% of the problems in the Union are management problems. <br /> Caroline made reference to immature person on Fire Department which should be toned down. <br /> • Sel. Thomas commented that it should be up to Department Head. <br /> Caroline commented about the plan presented to the firefighters by the Fire Chief and <br /> how the Chief mentioned that one man gave him an argument. <br />
