Minutes of Personnel Board <br /> October 25, 1982 Page 4 <br /> • Meeting with the Selectmen and the Executive Secretary, cont. <br /> Sel. Thomas asked why it couldn't work in hand ,and hand. <br /> Curtis asked about the Fire Chief's individual contract and if it had been signed. <br /> The Executive Secretary told the Board that they would receive a copy when all parties <br /> have signed it commenting that the Selectmen had signed the original and forwarded it <br /> to Town Counsel for signature. <br /> Sel. Garland commented how the Fire Chief's attorney sat on it for months. He said <br /> that the contract was drafted and there were minor changes and the Selectmen finally re- <br /> ceived the completed contract. <br /> Curtis commented that if somebody had a grievance, we should take it at face value and <br /> that the Personnel Board could be making decisions under the grievance law which would <br /> be under the Selectmen's jurisdiction. He asked what the Personnel Board's duties were? <br /> Bob said that the Board does not know where they stand. <br /> The Executive Secretary asked if they believed everything they are told making reference <br /> to the rumors. <br /> Bob said that it was a rumor that the Board is making decisions that they shouldn't be <br /> making and that they are talking about communications and that the Board is not trying <br /> • to overwork themselves in making decisions that they are not supposed to be handling. <br /> They just would like to know where they stand as there is a need to know what their <br /> authority is. <br /> Sel. Thomas stated that the Personnel .Board's duties are outlined in the preamble and <br /> that tells what the Board's responsibilities are. <br /> Curtis asked the Selectmen if they have looked at the updated P.A.P. plan. <br /> Sel. Garland said that he was not sure he had seen it. <br /> Sel. Thomas. said that she couldn't say that she read it but did look at the preamble. <br /> The Executive Secretary pointed out that the updated one was strictly a proposal. <br /> Bob commented that the Board will continue to review it at their next meeting. He said <br /> that the Board needs set rules and guidance and sometimes they see things which ought to <br /> be addressed and that they are not trying to pass problems to the Board of Selectmen as <br /> they feel they have enough to do. <br /> Dave commented that the secretary should screen people when they come in to see if it is <br /> a problem for the Board to handle. <br /> Bob said that employees should not be running to the top with every problem and that the <br /> Personnel Board would not have to waste their time on a Monday night when they could be <br /> working on something else. He commented that he appreciated the Selectmen's time and he <br /> • wanted them to give the Personnel Board some guidance in order to let them know where <br /> they stand. <br /> Sel. Thomas said that the Board is right inferring back to the vacation issue. She com- <br /> mented that since it had been bad past practice, according to the negotiator and his ad- <br /> vice they should move into it gently and enforce it in July, 1983. <br />
