Minutes of Personnel Board <br /> October 25, 1982 Page 3 <br /> Meeting with the Selectmen and the Executive Secretary; cont. <br /> • <br /> Sel. Garland commented that it is rare that employment allows people to take unearned <br /> vacation. <br /> Sel. Thomas stated that it was poor practice that vacation was allowed to be taken un- <br /> earned. <br /> Bob commented that it was said that the Personnel Board sticks its nose in too many <br /> places where it doesn't belong. <br /> The Executive Secretary said that the Selectmen did support the Personnel Board com- <br /> pletely and that they have agreed to make it that way in the future. He commented that <br /> the P.A.P. (non-union employees) are allowed to take vacation up front because of the <br /> way the contract is written. He told the Board how he was creditted with vacation time <br /> on July 1 and instead of taking a military leave, he took vacation time. This is some- <br /> thing that should be addressed at the Annual Town Meeting. We should work to change it. <br /> Sel. Thomas commented that if a person were to leave after taking vacation up front, you <br /> couldn't replace that person for the. full fiscal year. <br /> The Executive Secretary said that they have to work jointly. The Personnel Board is re- <br /> sponsible for the P.A.P. and the Selectmen are responsible for the contracts. <br /> Caroline commented that the Personnel Board wanted to correct the situation and to see <br /> that the town is run properly. <br /> • Sel. Thomas commented that years ago around the holiday season, it was a ghost place. <br /> Curtis mentioned an article in the warrant for the Clerical Union requesting $6,500 and <br /> asked if it was to look into all personnel in the town under the Clerical Union? <br /> The Executive Secretary said that the request was from the Charter Commission for that <br /> amount of money and that he had two different articles hooked together commenting that <br /> there is a request for proposals and not bids under the Clerical Administrative Contract. <br /> Sel. Thomas said that the Clerical Union felt that they were doing work over and above <br /> what they were hired for. <br /> The Executive Secretary stated that he tought the Clerical Union will be surprised. He <br /> explained that some of the clerical )ob descriptions have no official job description <br /> and that they are asking to look for clarification. They will start looking in the <br /> private sector. <br /> Bob commented that the Personnel Board is working in one direction and then when a con- <br /> sultant comes in, he would be working on job descriptions under the Clerical Union. He <br /> asked when would it come together? <br /> The Executive Secretary said that it was a condition of the collective bargaining that <br /> the Selectmen would have the work done and they wanted somebody from the outside. <br /> • Sel. Thomas said that she didn't see why the information couldn't be provided to the <br /> Personnel Board. <br /> Bob asked why the consultant couldn't do the Personnel Board's job, too? He commented <br /> that there are too many people with their fingers in the pie. We might be going in the <br /> opposite direction of what they are doing and then we will have to go back to the draw- <br /> ing board. <br /> i <br />
