PERSONNEL BOARD MEETING <br /> MASHPEE TOWN HALL <br /> • MINUTES OF OCTOBER 18, 1982 <br /> The following members of the Personnel Board were present for tonight's meeting: <br /> Robert Sullivan, Chairman, Caroline Gilligan, Curtis Woodbury, David Hardy and <br /> Manuel Glickman. <br /> Chairman Sullivan convened the meeting at 6:05 p.m. <br /> Appointment of Personnel Member <br /> Mr. Glickman was informed that he was appointed by the Board of Selectmen at their <br /> meeting of October 6. He indicated that he had not received notification to date <br /> from the Selectmen's office; therefore, had not been sworn in. <br /> Appointment of Dog Officer/Natural Resource Officer <br /> At the Board of Selectmen's meeting of October 13, David Sharpe was appointed as <br /> Dog Officer/Natural Resource Officer pending a background check and physical exam- <br /> ination. <br /> Acceptance of Minutes <br /> The Board voted to unanimously accept the Personnel Board minutes of October 4 as <br /> read. <br /> Firefighter Contract Language _ <br /> • The Personnel Board reviewed a letter dated October 8 from Michael Gilman regarding <br /> the Personnel Board's role in rendering contract interpretations or in administering <br /> contracts for employees covered under the collective bargaining unit without direction <br /> from the Board of Selectmen. The Board was advised by way of a memo from the Executive <br /> Secretary that the Selectmen would like to meet with them; however, could not make to- <br /> night's meeting. A time will be set aside to meet with the Board of Selectmen at the <br /> next Personnel Board meeting. <br /> Meeting with Police Chief and Fire Chief <br /> Chief Frye and Chief Priestly met with the Personnel Board to discuss creating a new <br /> position at the Fire Department and the Police Department; namely, radio dispatcher. <br /> The Executive Secretary was also present for part of this meeting. A job description <br /> was reviewed by the Personnel Board. Curtis Woodbury asked the secretary to date it. <br /> Chief Priestly explained to the Board that there is a need to get coverage at the Fire <br /> Station and that there is a similar need at the Police Station. He told the Board that <br /> currently the secretary at the Fire Station is doing the dispatching during the day and <br /> after 4 p.m, until 8 a:m., the men on duty do the dispatching. When a Priority I call <br /> comes in, the men,., leave the station and then it is unmanned. A callman generally comes <br /> in and the Police dispatcher will answer the telephone in the meantime, but does not . <br /> have the ability to get to the equipment. When a firefighter is, called back, he gets a <br /> two-hour minimum and if they go home and are called back again, they are paid for another <br /> two hours. He told the Board that he would like to designate men when they are at home <br /> to be on call and get paid for one hour. Then if called back, they would get paid for <br /> another hour. <br /> • Caroline commented that that was in conflict with their contract. <br /> Manuel asked if the Chief had projected figures for a year's time. <br /> Chief Priestly answered "no". He said that it would be three hours pay as there would <br /> be three men involved, which would amount to $21 a day. <br />
