PERSONNEL BOARD
MASHPEE TOWN HALL
• MINUTES OF OCTOBER 41 1982
The following members of the Personnel Board were present for tonight's meeting:
Robert Sullivan, Chairman, Caroline Gilligan, Curtis Woodbury and David Hardy.
Manuel Glickman was also present at the meeting.
Chairman Sullivan called the meeting to order at 6:00 p.m.
Plaque for Senior Citizens Walking Center
The Personnel Board discussed the inscription which they wanted to have on the
plaque for the Senior Citizens Walking Center. Bob Sullivan asked the secretary
to contact the newspaper advising them that the Personnel members have donated
money for the walking center in the hopes that all other town Boards would follow
their example. He also asked that Wendy be notified that the Personnel Board would
like assurance that Station #1 be theirs and that if the walking course were to be
discontinued for some unforeseen reason they would like to receive the plaque for
their office.
Salary Classification
Bob brought in an article from the newspaper which the Town of Wareham submitted for
the warrant at their town meeting which breaks down the salary classification for each
employee on a step increment basis. He asked for a member of the Board to compare the
salary being recommended in the Town of Wareham to the salary being paid to Mashpee em-
ployees under the P.A.P. Dave Hardy and Manuel Glickman volunteered to do the compari-
son.
Acceptance of Minutes
Curtis Woodbury made a motion to accept the Personnel Boards minutes of September 28,
1982 as read. Caroline Gilligan seconded the motion. All present were in favor.
Meeting With Firefighters Association
Sheldon Hamblin, Robert Long and Charles Stone from the Mashpee Permanent Firefighters
Association met with the Personnel Board to discuss the change in the vacation policy
whereby the Personnel Board voted to do away with past practice and follow the language
of the contract.
Charles Stone asked the Board for a definition of what the problem was and why it had
come about that way.
Robert Long explained that in the past if a man had a weeks vacation, he was able to
take it if he chose to. Then the ruling came from the Personnel Board that you had to
earn your vacation time before taking it. He stated that there was no advance notice
and that it created inconveniences as people had vacations planned.
Caroline told the members that they had agreed to the contract.
Robert Long explained that the Chief sets the vacation policy.
• Caroline said that the Chief had to go by the contract.
Sheldon Hamblin said that in fiscal year 1979, 1980 and 1981 the policy had been the
same. (At this point, he read the Article on Vacation Time, page 10 of the Fire Con-
tract) . He asked why the change and if they could come to some' sort of agreement so
