Personnel Board's
Minutes of October 4, 1982 Page 2
f
• Meeting With Firefighters Association, cont.
that it would not be inconvenient for everybody. He told the Board that Jeff
Tavares and Bill Chase applied for time and were denied explaining that they
used up time which they could have accumulated as they felt that they could
take as much time as they wanted to based on past practice. He explained fur-
ther that at one point, early in July, Bill Chase was granted time and then was
turned down at another point when he requested more time with the explanation
that he didn't earn the time.
David Hardy explained that the Board had a mixed opinion. He said that he felt
because of prior practices more warning should have been given.
Charles Stone said that there are twelve men on the department and they they can- .
not all take their vacation at the end of the fiscal year.
David Hardy explained that the Board would like to do the right thing.
Sheldon Hamblin asked why the change came about and if there were the only town
agency that had been changed?
Bob Sullivan told the men that there wasn't any anomosity towards any department ex-
plaining that the Personnel Board has a new Chairman, some new members and that the
Board is currently reviewing pay sacles, job descriptions and trying to interpret
contract language and what is right and wrong. He said that the Board did not know
• that it caused any hardship on carry over of days. He said that the Board interpreted
the article the way they thought stating that the Personnel Board's interpretation was
that you have to earn the time and that the firefighters could grieve what the Board
says and that they were not trying to take anything away. He asked if they were look-
ing for an extension of time.
Robert Long mentioned that he would like to receive a job description as he had never
been given one. He also stated that everyobdy knows that you have to earn vacation
time.
Bob said that they didn't think about the people or that it was going to hurt as they
don't have the time to follow through on every situation being a volunteer Board.
Robert Long explained that the problem now is that men have not carried over vacation
days and that he would like time given for them to accumulate days.
Bob said that days have been accumulating since July.
David pointed out that with twelve men vacation time can't be taken the same month
stating that the first year time should have been held.
Curtis asked how many men with ten years of service?
Hamblin stated that there are one or two.
• Curtis asked how many men with four through nine years of service?
Long answered that there were six men.
Curtis asked how many men with two to three years of service?
