PERSONNEL BOARD <br /> • MINUTES OF SEPTEMBER 13, 1982 <br /> MASHPEE TOWN HALL <br /> The following members of the Personnel Board were present for the meeting: <br /> Robert Sullivan, Chairman, Caroline Gilligan and Curtis Woodbury. <br /> Chairman Sullivan called the meeting to order at 6:20 p.m. <br /> Minutes of Meeting <br /> Caroline made a motion to accept the minutes of August 23 and August 30. Curtis <br /> requested that a correction be made on the August 23 minutes on page 2, 2nd para- <br /> graph, changing Curtis to Caroline. Bob seconded the motion. All members present <br /> were in agreement. <br /> Police Vacation Carry-Over - <br /> A copy of a memo dated September 2 to William Ethier, President of the Mashpee <br /> Police Association from the Executive Secretary regarding the police vacation <br /> carry-over was read into the minutes. Attached to the memo was a copy of the <br /> agreement drawn up for signature by the Board of Selectmen and the Mashpee Police <br /> Employees Association, in allowing vacation time to be carried over from fiscal <br /> 1982 to fiscal 1983 despite the contrary language and meaning of Article XV in the <br /> contract. This agreement will not set a precedent for the future. <br /> • Interviews for Dog Officer/Natural Resource Officer <br /> The Personnel Board interviewed two candidates for the position of Dog Officer/ <br /> Natural Resource Officer as follows: Wendy Servis and Martin Mcisaac. Another <br /> candidate was scheduled to be interviewed, Leonard Niemi, however, did not keep <br /> the appointment. The Board unanimously voted to recommend the following for the <br /> position: David Fitzgerald (previously interviewed) , Martin McIsaac and Wendy <br /> Servis. The proper paperwork will be sent to the Board of Selectmen. , <br /> Attendance of Board Member <br /> Curtis requested that a letter be sent to John Peters regarding his non-attendance <br /> of meetings. . Bob concurred with Curtis' suggestion and asked that John Peters be <br /> sent a letter requesting him to attend the next regularly scheduled Personnel Board <br /> meeting. All members present were in agreement. <br /> Grievance of Police Officer <br /> The Board reviewed a grievance filed by Ronald Bevacqua regarding Article 10, Section <br /> 4 of the Agreement between the Mashpee Police Employees Association and the Town of <br /> Mashpee. They also reviewed a letter from Chief Frye dated August 27, 1982 stating <br /> that there has been no violation of the current agreement. The Personnel Board voted <br /> to concur with Chief Frye in that they found no violation of Article 10, Section 4, <br /> as the open shift list starts with the Senior officer and continues down until the <br /> list of officers has been exhausted, at which time it starts again at the top of the <br /> list. <br /> Appointments <br /> • In a memo dated September 1 from the Executive Secretary, the Personnel Board is ad- <br /> vised that Anne McGee was appointed as Board Secretary to the Charter Commission and <br /> Amelia Mosley was hired as a temporary part-time typist to the Recreation Department. <br /> Also, in a memo dated ,September 8 from the Executive Secretary, the Board was advised <br /> that the Board of Selectmen voted to appoint Ernest Virgilio as Superintendent of <br />
